Mark Daly: With regard to the point made by the Senator on amendment No. 2, the amendment requires the representative appointed by Ireland to support an increase or extension of the funding or support unless directed otherwise. The amendment would tie the hands of the representative.

Mark Daly: Senator Higgins proposed an amendment which I have ruled in order. The Senator will speak on this amendment which is a point she has made earlier referring to the Minister, three months after the Bill having been passed, laying a report before the Houses on how the funding that is talked about would be spent.
