Stephen Donnelly: For the same reasons I opposed amendment No. 16, I oppose this amendment. It is inconsistent and unfair on the 42 towns and their residents and businesses to charge them full cost for a wastewater treatment that they do not have. It should not be done.

Stephen Donnelly: I appreciate that and I am trying to comply with the Standing Orders. I am speaking specifically to the section in a way that has not been covered in the conversation on the amendments so far. I am suggesting to the Minister that the mechanism contained in the section for raising the money in answer to his question is unnecessary because he can get it from a reduced cost base.

Stephen Donnelly: It is not. The total costings are available. I have gone through the CER’s opinion paper and nowhere has it estimated the cost of collecting the money.
