Mark Daly: Before the Minister of State responds, I too wish to congratulate him on his elevation to high office. I was delighted to share the third floor of Leinster House 2000 with him and am pleased that he has moved on to a portfolio to which he is entirely suited. I know he will bring about great changes in the Department to which he has been assigned.
