Surely, a referendum to keep water services in public ownership is a related issue. Surely, the abolition of Irish Water, a toxic entity which has brought us to where we are tonight-----

Séamus Healy: It relates to the amendments being ruled out of order. Three of my amendments were ruled out of order. I do not understand why. I got a letter from the Ceann Comhairle on the matter but it does not explain why they were ruled out of order.

The whole Dáil has accepted that there should be a referendum to put water and water infrastructure into the Constitution to ensure that it remains in public ownership. To rule that out of order is unacceptable and is a slight on the House. It should be part and parcel of this legislation. I put down an amendment to abolish Irish Water....
