Alex White: I do not think people are confused when we explain that there is a different way of assessing income. It is net income for the general population and gross income for the specific group of over-70s. There may be some confusion on the part of people regarding forms and how the thing is managed and that is what we are trying to deal with and I think the HSE is doing a good job on that.
