It is hard to indemnify both of them against that. Where there are unexpected liabilities, will the issue be addressed by agreement or in what way will they be split?

Donnchadh Ó Laoghaire: I will. I am encouraged by that. I would add, however, that it is not just the planning element; there are also the by-laws and the budgetary and statutory requirements. There are area committees in Dublin which work pretty well and there are no statutory requirements in respect of them. We need to look at that.
