Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: I welcome our guests here this evening. Previous speakers have referred to the need for seasonal work permits. Ms Dunne said that there is quite clearly an obvious need. Will Ms Dunne explain why she believes there is that need? What are the underlying conditions that warrant us going outside Ireland and the EU to get people to work in seasonal jobs?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: That is okay. To be fair, I pre-empted the answer Ms Dunne was going to give, and I agree, but it is not just restricted to seasonal work permits. Many other workforce sectors face the exact same challenges. The hospitality sector is finding it next to impossible to get cleaning and housekeeping staff and in restaurants, it is front of house and waiting staff. These are all necessary jobs...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: It will up to nine months.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: Just to be very clear, because I want to put it on the record, I am not advocating cheap labour. We all want local Irish citizens to be employed and to spread employment to the EEA if there are people available in those countries to be employed. We are acknowledging they are not available to be employed in the horticultural sector. One of the reasons, as Ms Dunne said, is that it is a...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: That is acknowledged in one sector. I am merely stating that it is not a level playing pitch and that there are other sectors. I referred to care assistants in nursing homes and also to the hospitality sector. I understand 100 permits are being given to the haulage sector to employ people from South Africa and it is having difficulties meeting the numbers that are coming. I am not for one...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: I am thinking of the Restaurants Association of Ireland and the Irish Hotels Federation.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: I accept that the Department cannot be abreast of the difficulties and challenges across every sector of the economy. I also accept that it is engaging with the parent Departments of the various sectors. I do not believe that there is full appreciation of the serious challenges that exist within the hospitality, haulage and private health sectors. We know the challenges around retaining...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: The figure will be increased.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: I am sorry to interject. With regard to the sectors which I outlined, Ms Dunne mentioned the construction sector. I also should have made reference to it because it faces many challenges. If a need to widen the permit with respect to jobs within these sectors can be demonstrated, would these skills be regarded as critical? What did Ms Dunne call the list?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: There are two lists, the critical skills list and-----

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: Does Ms Dunne have a target date by which the system the Department hopes to develop will be up and running?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: Will Ms Dunne comment on the suggestion that representative bodies such as the Irish Hotels Federation become trusted partners?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of Employment Permits (Consolidation and Amendment) Bill: Discussion (13 Nov 2019)

Robert Troy: I am talking about small restaurants with one or two employees. They are not going to jump through the hoops of becoming a trusted partner in the hope of getting the right chef or staff member. The Irish Hotels Federation, on the other hand, represents many businesses.

Saincheisteanna Tráthúla - Topical Issue Debate: Power Plant Closures (12 Nov 2019)

Robert Troy: I asked about changing the constitution of Bord na Móna. Without doing so, we cannot guarantee that the jobs in bog reclamation and housing retrofits will be given to Bord na Móna staff. Yesterday the Minister, Deputy Madigan, said in Ballymahon that she was getting ready to put out to tender the bog reclamation work. How can she guarantee it will be given to existing staff of...

Saincheisteanna Tráthúla - Topical Issue Debate: Power Plant Closures (12 Nov 2019)

Robert Troy: Last week's confirmation was a devastating blow to the workers, their families and the wider communities. I acknowledge that the Minister, Deputy Bruton, spent Monday listening to public and trade union representatives but this needs to be followed through with concrete delivery and substance. We are now faced with a ten-year just transition condensed into just over ten months. We need the...

Ceisteanna ó Cheannairí - Leaders' Questions (12 Nov 2019)

Robert Troy: The Government wanted to abolish it.
