Darren O'Rourke: Does Dublin Bus track the number of people who switch from cars to other forms of transport?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Darren O'Rourke: I have heard about those pieces and they are technology-dependent. From Dublin Bus's perspective, what is a realistic timeframe? Is it the back end of the decade?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Darren O'Rourke: That is on demand responsive transport. What about mobility as a service? Is it the back end of the decade?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Darren O'Rourke: What about the integrated piece?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Darren O'Rourke: I thank Mr. Coyne very much. I thank Mr. Jose for his presentation and for his activism. It is a really important piece because there are literally contested spaces. It is important that we have the opportunity to hear and deliver on the vision he has set out for the city. It is one that many people would share. It is, effectively, Government and Opposition policy but delivering it seems...

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Darren O'Rourke: Is Mr. Jose referring to funding for the likes of Dublin Bus, the NTA or local authorities?

Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Strategy for the Greater Dublin Region: Discussion (4 May 2022)

Darren O'Rourke: Does Mr. Jose think there are opportunities for quick wins? Obviously, there are super projects that are literally in the category of mega projects. There is transformational change that could potentially be delivered for far less of a budget, however. In fairness to the Government, it is committing funding. Where does Mr. Jose think the barriers are in terms of delivering on the ground,...

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: In chronological order, I support the first amendment tabled by Deputy Whitmore. A number of other amendments share the theme and seek to insert the principles of just transition throughout the Bill, which is really important. My amendment No. 13 seeks to confer responsibility such that "the circular economy strategy shall" rather than the "circular economy strategy may" and that this is...

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: It is appropriate amendments Nos. 2 to 5, inclusive, are grouped because they are variations on the same theme, namely, the definition of circular economy. Our suggestion is to include a reference on page 7, line 21, to every stage of the supply chain being adapted. It strengthens the definition to explicitly state it is at "every stage". In that way, it better reflects the necessary scope...

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: I will withdraw it with a view to reintroducing it at a later stage. I echo some of the points made by Deputy Bruton. There is a pattern in these amendments and I would appreciate it if the Minister of State would take on board some of the contributions here. There is an opportunity for agreement at a later Stage.

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: They are grouped together.

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: I want to speak to amendment No. 33, which is in my name.

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: That is no problem.

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: I will speak to amendment No. 33 in my name and that of Deputy Cronin. It concerns materials that present substantial difficulty when it comes to recycling where a suitable alternative exists. It aims to address what could be an unintended consequence of the production of poor-quality or flimsy products and to introduce a level of scrutiny in respect of that.

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: I move amendment No. 13: "In page 10, line 25, to delete “The circular economy strategy may” and substitute the following: “Within 6 months of the publication of the first circular economy strategy referred to in subsection (2), the circular economy strategy shall”." I believe the Minister of State indicated that he will accept amendment No. 14. He might...

Select Committee on Communications, Climate Action and Environment: Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Committee Stage (3 May 2022)

Darren O'Rourke: I am happy enough to withdraw it. The Minister of State said that amendment No. 14 is a stronger amendment on the basis that it does not include the words, “Within 6 months”. If that is a commitment to do it within that timeframe, or for it to be done quickly, I am happy with that.
