Micheál Martin: If the Minister is honest enough, he will inform the House the previous Government had drafted a Bill. That Government fell before it was due so it could not be introduced. The mid-term review of Fianna Fáil and the Green Party's programme for Government stated legislation to ban corporate donations would be introduced.
