Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Paul McAuliffe: I would appreciate it if Mr. Watt could provide specific written correspondence on that. A number of Deputies and Senators have concerns about it. There is emotional trauma when people try to register a parent's death, have to go in again and again, and are unable to do so each time. There is also a practical impact. My concern is especially about early years and the registration for...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
(16 Dec 2021)

Paul McAuliffe: The Department of Social Protection clearly stated it is a HSE function. The HSE stated it is addressing it but the issue is not getting solved any time soon. I am looking to Mr. Watt as somebody with overall responsibility for delivery of this service via the HSE. I ask him to step in to try to take some action.

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: If the Seanad is not voting, I will take that first slot, unless Senator Fitzpatrick is there already.

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: I thank the witnesses for being with us for the last two hours. With the number of hands still indicating there is still an hour ahead of us. The points made by Anois on the impact of dereliction on the wider community, as opposed to a solution to the housing crisis, is very important because what we want to do is identify solutions to dereliction. That is not just to deliver more housing...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: There were 49 properties that were not occupied for less than six months and 16 that were unoccupied for longer than six months.

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: That is important because, obviously, those in the unoccupied properties can go beyond the six-month period. One would like to think the local authority would have a watching brief on those 49 properties to see how many will go into that long-term category. While those 49 properties are unoccupied, they have an impact on the community. Illegal dumping is the principal problem in my area....

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: One of the issues that I have constantly come up against is that when those properties are identified, something as simple as the property being secured, with all the windows and doors are intact, can come back as a reason from officials that they are not added to the derelict site register even though they might have been unoccupied for much longer. Is that fair?

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: In all we have covered today, whether it is Waterford or elsewhere, it seems to involve active management of the sites. Can Mr. Dinnigan give an insight into some of the derelict garden sites in Finglas west that were identified, which may have been sold off to builders who went bankrupt and so on, and how they were turned around. There were a lot of solutions that delivered some of those...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: Will Mr. Clegg explain what he means by handled carefully or being sensitive?

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: The other area is vacant sites and we have not developed much conversation in that regard. A number of them that are listed as being under Dublin City Council's ownership are being removed because they are being developed under the new Housing for All strategy, such as in Shanganagh or Ballymun, where a further 100 units were proposed today. I welcome that, and we could hold a full meeting...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: I do not want to name properties, but the Drake Inn in Finglas village has been empty for the best part of ten years, with very little activity on the site. There is a perception the developer might do something, and a bad planning application has been lodged. I do not want our guests to respond to any individual case. My point is it does not appear the local authority has the policy tools...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Paul McAuliffe: It is clear the private sector is not doing that in key areas.

Saincheisteanna Tráthúla - Topical Issue Debate: Employment Support Services (9 Dec 2021)

Paul McAuliffe: I appreciate the Minister of State's response. I was disappointed to get a call from the Minister's private secretary only an hour ago to say she would not be able to take this debate. To be fair to her, she has met with me and many other Fianna Fáil Deputies to discuss this matter, about which there is grave concern. The work of a Deputy from one of the parties in government is often...

Saincheisteanna Tráthúla - Topical Issue Debate: Employment Support Services (9 Dec 2021)

Paul McAuliffe: I welcome the opportunity to raise the issue of the important work being done in communities by local employment services and the great deal of uncertainty within those communities in respect of the indicated tendering process. It is not an unfounded concern because many of these partnership companies, or local development companies as they are often called, bear the scars of the social...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 37 - Social Protection
Chapter 9 - Regularity of Social Welfare Payments
Chapter 10 - Management of Social Welfare Appeals
Chapter 11 - Controls Over the Covid-19 Pandemic Unemployment Payment
(9 Dec 2021)

Paul McAuliffe: I say "Good morning" to Mr. McKeon and the other witnesses. In the context of the Department processing the best part of 700,000 or 800,000 PUP applications in five weeks and Mr. McKeon's attending this meeting while being somewhat unwell, some people might say I should go a little easy on him. We appreciate him being here. I know he was feeling unwell. There are three areas I wish to...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 37 - Social Protection
Chapter 9 - Regularity of Social Welfare Payments
Chapter 10 - Management of Social Welfare Appeals
Chapter 11 - Controls Over the Covid-19 Pandemic Unemployment Payment
(9 Dec 2021)

Paul McAuliffe: Has the Department considered the legal advice that many in the sector have made available and which indicates that, under EU procurement rules, it might be possible not to tender out these services?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 37 - Social Protection
Chapter 9 - Regularity of Social Welfare Payments
Chapter 10 - Management of Social Welfare Appeals
Chapter 11 - Controls Over the Covid-19 Pandemic Unemployment Payment
(9 Dec 2021)

Paul McAuliffe: Mr. McKeon and I may differ on that. Does he accept that although the tendering process may be required, decisions on the number of lots, to move the service from a local employment service to a regional employment service or in respect of the terms of that contract, such as whether walk-ins will be permitted, are decisions of the Department? I do not wish to discuss the contract, but does...
