Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: I will start with Dr. Ní Bhriain. Dr. John Lambert was before the committee some time ago. He made the point that the research he has done, and others internationally have done, points to residual harm being caused by brain damage. He suggested neurological factors were at play and said that should be the number one priority. Is that built into the model of care at the moment?

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: That was one of the points that Dr. Lambert raised with us. He said he found it difficult to get a meeting with the Minister and senior HSE officials. My understanding is that he is running a long Covid clinic at the Mater hospital. Is that right? He is at least part of a team in that hospital.

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: Dr. Lambert is involved in research and work in the Mater hospital.

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: He has submitted a business case and a plan in the hope that will become a properly resourced Covid clinic. Has that materialised?

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: I understand that. Has the Mater hospital produced a business case to the HSE looking for funding?

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: That is very surprising. When he was before this committee, that was one of the issues Dr. Lambert raised. He said he submitted a business case and a plan, which has been with the Department since July 2021.

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: I would have hoped that senior people in the HSE would be aware of the plans, views and business case of somebody of his stature. I am sure he will not consider that a great start to his meeting with Dr. Ní Bhriain next week but we will see how that meeting goes. What has changed? What has evolved in recent months, given the research, which is evolving all the time? What is the...

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: I suggest it needs to be addressed again.

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: I do not know what value the HSE puts on the work of Dr. Lambert or anybody else, but Dr. Lambert seems to be a specialist in this area. He seems to have expertise. If I were in Dr. Ní Bhriain's position, he would be somebody I would want to listen to and engage with. There has been no shift or change in the model of care since September 2021 while the international research is...

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: What is the plan for them?

Joint Oireachtas Committee on Health: Long Covid and Monkeypox: Discussion (12 Oct 2022)

David Cullinane: When I asked Dr. Lambert if he believed the current model of care was fit for purpose, he said: No, it is not. As I said, of the 1,000 patients that I have seen, I would say that probably 20 of them need pulmonary support in the short term, but 1,000 of them needed neurological support. I am not saying that there is not a need for cardiac and pulmonary physicians in some cases, I am...

Disability Services: Motion [Private Members] (11 Oct 2022)

David Cullinane: We have had several debates on disability services in this House in recent years and especially over the last 12 months. These have been particularly on the children's disability network teams but go across a whole range of areas impacting children and adults. We certainly have introduced a number of Private Members' motions and there has been very significant debate. The Minister of...

Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)

David Cullinane: As the Taoiseach knows, solar is a renewable energy source that is quick to deploy, but it faces many of the same institutional barriers as wind. Changes in planning for rooftop panels on residential and other buildings will finally bring Ireland into line with the EU's solar rooftops initiative. However, issues remain for larger projects that are reliant on a decision by An Bord...

An tOrd Gnó - Order of Business (11 Oct 2022)

David Cullinane: Tell him to cop himself on.

Ceisteanna - Questions: Commissions of Investigation (11 Oct 2022)

David Cullinane: The findings of the IBRC Commission of Investigation report lift a veil on the reckless and elitist culture that infected certain echelons of Irish business and high finance during the Celtic tiger years. As we know, the commission is still preparing a report with its recommendations on the investigation of the other 37 transactions it has considered as part of its work. Does the Taoiseach...

An tOrd Gnó - Order of Business (11 Oct 2022)

David Cullinane: Today will see the publication of the HSE's winter plan. I must put it to the Taoiseach that the time to provide for the winter plan for this year was last year's budget and the time to plan for next winter is this year's budget. It takes time to open beds, which is why 177 beds that are funded are still not open. Seventy two beds announced as part of last year's winter and national...
