Am I correct in saying that at the moment, a planner's licence is at risk if he or she verifies that slurry was moved but a farmer has not done what he or he said he or she would? A text comes to a farmer and not to the planner. Planners have to take the word of the farmer. Is the Department threatening that or is that just hearsay?
