Pat Gallagher: It may well be, but I will tell the Deputy my reading of it. He can introduce report-style amendments, but they must be relevant to the provisions of the Bill. I understand that this one is about job creation and investment in universities and institutes of technology, which are not relevant to the Finance Bill.
