Cian O'Callaghan: We all prefer upfront delivery, but regarding the legislation and the general scheme, will that preference for upfront delivery be worked into the legislation? I have a fear that, at a national level, this will all be set out well, but then when it comes down to local authorities, and the agreements, decisions and conditions they make, it could be too loose in some scenarios.
