Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: I am sorry, but I asked too many questions. Perhaps AkiDwA might answer in the second round.

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: I am probably taking Deputy Clarke's time. When I get my turn again, maybe Ms Adejinmi can answer my questions. Would that be better?

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: I have heard the Taoiseach speak about our current system of domestic violence shelters. His commentary was that they have sprung up where communities, rather than the State, have responded and that that is the wrong way to approach it and there needs to be the national infrastructure that we talk about. We are having the same issue with hospitals, schools and all other sorts of areas...

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: If Ms McDermott is uncomfortable with me pressing her on this, I am happy for her to say that.

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: If Ms McDermott was to make that hard decision between what is to come, would it be her preference that domestic violence shelters be a fully public service with public governance? Is it possible to allow voluntary bodies, with all the limits on protections and so on, to be part of some sort of service delivery? Does Ms McDermott believe their role should be in advocacy and advice and that...

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: If we were to design a new system for housing, education and so many others, the broad political view is that we would not have so much dominance of voluntary sectors out of State control. The difficulty with that is if we apply that now to domestic violence shelters and someone in the Department sits down to plan out 30 or 40 shelters, one in every county-----

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: All of the learning we take from hospitals and education is not the same approach we need to take here because the people involved in domestic violence shelters are coming from, even though the same type of voluntary model, a totally different perspective than voluntary providers in other sectors-----

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: -----and we have to be very careful to try to marry them into the process, even if, ultimately, services are only provided by the State. I think we are saying the same thing.

Joint Oireachtas Committee on Gender Equality: Recommendations of Citizens’ Assembly on Gender Equality: Discussion (Resumed) (7 Apr 2022)

Paul McAuliffe: I appreciate they were thorny questions.

Written Answers — Department of Employment Affairs and Social Protection: Pension Provisions (6 Apr 2022)

Paul McAuliffe: 140. To ask the Minister for Employment Affairs and Social Protection if a review of the pension entitlement for a person (details supplied) can be carried out; and if she will make a statement on the matter. [18674/22]

Saincheisteanna Tráthúla - Topical Issue Debate: Coroners Service (5 Apr 2022)

Paul McAuliffe: I appreciate that the response outlined by the Minister of State on behalf of the Minister, Deputy McEntee, outlines that three additional staff will be provided to the Coroner Service. That is welcome. It will help to deal with the delay. The response references the pandemic and the impact of it. While we lost many people during that time, this issue only arise this February, March and...

Saincheisteanna Tráthúla - Topical Issue Debate: Coroners Service (5 Apr 2022)

Paul McAuliffe: I wish to raise a very difficult issue that has affected many families over the last number of months in the north Dublin region. I refer to the remains of loved ones being released from the coroner service following a post mortem. Post mortems are required following the death of some people but arising from what appears to be the temporary closure of the mortuary in Connolly Hospital...

An tOrd Gnó - Order of Business (5 Apr 2022)

Paul McAuliffe: This weekend we had another person murdered in my constituency in what has been reported as being a gangland assassination. This follows weeks in which other people have been murdered following the discharge of an illegal firearm. We have had homes that have been petrol-bombed or suffered arson attacks. We have had a kidnapping. We have had social media platforms being used by rival gangs...

Written Answers — Department of Rural and Community Development: Regeneration Projects (5 Apr 2022)

Paul McAuliffe: 85. To ask the Minister for Rural and Community Development if she will provide an update on the Government measures to address dereliction in rural towns and the creation of work hubs; and if these schemes are available to urban villages such as those in Dublin city. [17842/22]

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (5 Apr 2022)

Paul McAuliffe: I apologise for missing some of the meeting but I was scheduled to ask a question in the House on promised legislation. The idea behind this session is that we can better understand, as part of the expansion of public housing throughout the State and the provision of Housing for All as a total package, how we can ensure we are building energy efficiency and sustainability into the stock,...

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (5 Apr 2022)

Paul McAuliffe: Has SEAI engaged with the Department regarding that objective?

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (5 Apr 2022)

Paul McAuliffe: We can put these questions directly to representatives of the Department when they are available. Certainly in my view, there should be no fossil fuel-based heating systems in any new homes that are built. There is no point in us having a retrofitting programme if we are building homes that, ultimately, will have to be retrofitted a second time. To return to the better energy homes...

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (5 Apr 2022)

Paul McAuliffe: What about partnering or working with local authorities?

Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (5 Apr 2022)

Paul McAuliffe: Last week, I saw a maisonette where only the top storey had been retrofitted, which is a completely farcical situation, but that was due to there being two different schemes and two different owners. There was no joined-up thinking at all. I accept that it is not the case, but there is definitely benefit in marrying thing together. I will ask more questions in the second round.
