Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Victor Boyhan: I thank the witnesses for being here. Unfortunately, I had to step out of the meeting as I had to deal with an item in the Seanad. I do not have the advantage of knowing the questions that were asked but I take it from the comments of the two Senators present that securing meaningful engagement with the sector is an issue. When I attend Oireachtas joint committees, I tend to notify...

Victor Boyhan: I am a Senator. Mr. Lemass should not promote me over my station.

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Victor Boyhan: So it is 52 short.

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Victor Boyhan: Mr. Lemass referred to the transfer of assets in relation to the AHBs. I presume these are the AHBs outside of the 260 he is talking about. What does Mr. Lemass mean by that? Is there a substantial inventory of all of that? I presume the Department is on top of all that. I mention the over-delivery by AHBs. Mr. Lemass should remember the targets were too low. Many of us would have...

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Victor Boyhan: Given the focus on Rebuilding Ireland, I take it these statistics are there. It is just a question of us having them because they are there. As Mr. Lemass is telling us that AHBs are over-delivering, we must have some way of backing up this statement. If Mr. Lemass could relay that message to the relevant people, I would appreciate it because it is so important for the committee to track...

Seanad: An tOrd Gnó - Order of Business (25 Sep 2019)

Victor Boyhan: I thank the Leader for including on the Order Paper a motion I submitted on the by-election process. I can move the motion at this juncture if that is in order, as it is to be taken without debate. Is that in order?

Seanad: An tOrd Gnó - Order of Business (25 Sep 2019)

Victor Boyhan: I will do so at that point. As the motion is to be taken without debate, I had better speak on it now. I take this opportunity to point out that the idea behind this proposal to is to get the by-election process in place. The issue of who the candidate will be is not a matter for me or for the Seanad. It is a matter for others, the political parties and the Independents, to decide who...

Seanad: Vacancy in Seanad Membership: Motion (25 Sep 2019)

Victor Boyhan: I move:That the Clerk of Seanad Éireann send to the Minister for Housing, Planning and Local Government notice of a vacancy in the membership of Seanad Éireann occasioned by the election to the European Parliament of Senator Grace O’Sullivan, a member elected from the Oireachtas Sub-Panel of the Agricultural Panel at the General Election for Seanad Éireann, April, 2016.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Victor Boyhan: I welcome the Minister, the Secretary General and their team, and thank them for appearing before the committee. I place on record my appreciation and thanks to the Minister's team in the Custom House. I have found them to be exceptionally helpful and supportive whenever I have requested information on Rebuilding Ireland. Much of our work can be done in that way, which works well for me....

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Victor Boyhan: I note that the Minister says he is currently gathering up the social outputs for local authorities for quarter 2, and that they are on their way. I would like to hear about that at some point. The report states that of €2.4 billion available for 2019, €1.224 billion had been spent by the time of publication. That is a considerable amount of money but we are now into the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Victor Boyhan: I have seven questions. We might look again at An Bord Pleanála and e-planning. They are way down the list. The Minister might touch on what is happening at the Central Mental Hospital site in Dundrum. I want to flag a major problem with Cherrywood strategic development zone. There is a shortfall of approximately €60 million and there is a dispute between the stakeholders....

Victor Boyhan: Yes, next week.

Seanad: An tOrd Gnó - Order of Business (11 Jul 2019)

Victor Boyhan: I want to raise the issue of the Planning and Development (Housing) and Residential Tenancies Act 2016. Members will know that this Act was introduced to provide a new streamlined arrangement for fast-tracking housing that is of a strategic nature, includes more than 100 units or is student accommodation. When that legislation was passed by both Houses, the Minister rightly gave a...

Seanad: An tOrd Gnó - Order of Business (10 Jul 2019)

Victor Boyhan: I will not dwell on the issue, but perhaps the Leader will indicate the approximate time at which the Judicial Appointments Commission Bill will be debated today. Committee Stage is due to conclude today. It has been a long journey of many hours. I thank my colleagues who signed many of the amendments, and Senator Norris, for their contributions and time. Despite all the allegations,...

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (10 Jul 2019)

Victor Boyhan: The purpose of this amendment is to ensure that, as the process of appointing for different judicial offices - in the District Court, the Circuit Court, the High Court, etc. - may differ, the committee charged with advising the commission how the appointment process should run can be empowered to make this so. We will withdraw the amendment but we reserve the right to reintroduce it on...

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (10 Jul 2019)

Victor Boyhan: The purpose of this amendment is to allow the procedures committee the freedom to determine what constitutes merit and ensure that appointments to the Judiciary are based on merit and not on other criteria. I will withdraw the amendment but I will reserve the right to reintroduce it on Report Stage.
