- Written Answers — Department of Health: Mental Health Services (8 Jul 2025)
Colm Burke: There is no national scheme under the ambit of this Department under which communities can apply to become a 'recovery community.' However, the Department is aware of some local initiatives in this field, such as earlier this year Galway was designated as an Inclusive Recovery City. The Galway initiative is aimed at fostering a city-wide culture of inclusion, reducing stigma, and...
- Written Answers — Department of Health: Medical Aids and Appliances (8 Jul 2025)
Colm Burke: The free contraception scheme was launched in September 2022, initially for those aged 17-25. It has been gradually expanded and now includes women aged 17-35 from July 1st, 2024. The scheme is open to women, girls and other people identifying as transgender or non-binary, who are ordinarily resident in Ireland and for whom prescription contraception is deemed suitable by their doctors. The...

- Ceisteanna Eile - Other Questions: Crime Prevention (3 Jul 2025)
Colm Burke: I come from an area where I was involved in a youth project where young people would have dropped out of school. That is where the problems start arising. We worked very closely with the Garda where we had the young people on a training programme. The people we took in were over 15. It is important to note that in a lot of these cases there is no family support. This is what I am saying...
- Ceisteanna Eile - Other Questions: Crime Prevention (3 Jul 2025)
Colm Burke: I thank the Minister of State for his reply. The work being done by all those people involved in the youth diversion programme is fantastic. They work very hard, also liaising with the Garda. That is what I have found in my experience of working with the local gardaí as regards trying to help people who have dropped out of the education system. One of the problems you find with the...

- Written Answers — Department of Agriculture, Food and the Marine: Animal Diseases (3 Jul 2025)
Colm Burke: 136. To ask the Minister for Agriculture, Food and the Marine the action his Department is taking to ensure the TB eradication programme is fully resourced, in view of staff shortages in regional offices which in turn leaves staff unable to carry out thorough investigations in to the cause of breakdowns and to implement a wildlife programme around all TB breakdowns; and if he will make a...
- All-Island Strategic Rail Review: Statements (Resumed) (2 Jul 2025)
Colm Burke: I thank the Deputy and very much welcome this debate. As my colleague, Deputy Pádraig O'Sullivan, has set out, a major plan, the Cork metropolitan area plan, has been set out and was published on 18 June. Public consultation is currently taking place and it is important that people engage. We are not just planning for the next five or ten years but for the next 50 or 60 years. One of...
- Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025.
Vote 13 - Office of Public Works (Revised) (2 Jul 2025) Colm Burke: I was speaking in the Dáil, so I apologise for being late and not being here when the Minister of State was speaking. I wish to touch on the issue of flood risk management. There is quite a variation in real terms between the cost when we start off with most of these projects and the final amount of money paid out. Is anything being done in the Department to examine how it can better...
- Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025.
Vote 13 - Office of Public Works (Revised) (2 Jul 2025) Colm Burke: An example is the Glashaboy flood relief scheme in my constituency. In fairness, the contractors are doing a very good job. There is a lot of inconvenience for the residents, but it will be a very good job when it is finished. A sum of €9.8 million is mentioned in a document here, but the overall cost of this project will be far more. The total cost was originally estimated at...

Vote 13 - Office of Public Works (Revised) (2 Jul 2025) Colm Burke: What will the overall cost of this scheme now be?
- Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025.
Vote 13 - Office of Public Works (Revised) (2 Jul 2025) Colm Burke: The Minister of State will accept the cost in the original proposal when it started off was around €12 million. I know there was quite a lot of delay. This had nothing to do with the Minister of State. It was necessary to go through a procedure of planning and everything else, but the net cost now is going to be €38 million.
- Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025.
Vote 13 - Office of Public Works (Revised) (2 Jul 2025) Colm Burke: Looking at this from an overall perspective, when we start out doing projects, we set out a vision or an idea of an estimate of what the costs will be. It was thought the total cost for this Glashaboy project would have been €12 million, but we are now talking about three times that figure, which is a difference of about 200%.
- Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025.
Vote 13 - Office of Public Works (Revised) (2 Jul 2025) Colm Burke: Is this not a problem when we are trying to deal with the public? We are looking at this from a political point of view. The perception publicly is different to what the Department has to deal with because of what was first announced as the cost of the project rather than being a bit more realistic. I will give an example. I dealt with the project team building a new children's hospital...
