Questions on Promised Legislation (17 May 2017)

Martin Kenny: In many places in the programme for Government, there is a commitment to rural Ireland. There is also a commitment to excellence in animal health and disease prevention. In the context of that, there is an issue in Sligo with the regional veterinary office. I raised this issue in the House before. I was informed that there was going to be a review. My understanding is that this review...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: The witnesses are both very welcome. It is useful to have people come in and give us a broad range of views on the Bill. The greyhound industry has gone through much upheaval in recent years and we have been very aware of lobbies coming from all parts of the country to committee members and others in elected office on various issues, many of which have been raised today, especially in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: Would it be appropriate to take a double sample on a certain percentage of dogs with one sent to Limerick and one sent to an independent lab?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: The primary focus of the Bill and Greyhound Racing Integrity Ireland is restoration of integrity. Even if we are seen to be going overboard in terms of what we are trying to do I believe it is the appropriate thing to do. Whatever needs to be done needs to done soon. Following enactment and implementation of this legislation a line will be drawn in the sand and we will be able to move on...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: In respect of the sanctions for doping and the issues that have come up in that regard, is there a bit of contradiction in looking for a red flag to appear beside the names on the race card for owners whose dogs test positive for cocaine or steroids? Surely if they test positive they should not be on the race card at all. My understanding was that the witnesses wanted a complete ban.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: Or for controlled substances but for banned substances I do not think they would be appropriate. The proposal for publishing all results, positive and negative, would provide transparency.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: My other question was whether the sanction in place at the moment is criminal or administrative, and what the witnesses' views are on it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (16 May 2017)

Martin Kenny: I understand that. In respect of this Bill, I am asking whether the sanction should be criminal or administrative. That is what we have to decide now.

Order of Business (16 May 2017)

Martin Kenny: The interception legislation needs to be amended.

Written Answers — Department of Agriculture, Food and the Marine: Fishing Industry (16 May 2017)

Martin Kenny: 500. To ask the Minister for Agriculture, Food and the Marine if the Brexit negotiations include a request for increased quota and support funding for fishing in view of the fact Ireland will be the most affected EU member state when British waters and quota are removed from the EU; if the Common Fisheries Policy quota and supports to 2020 will be increased in these circumstances; if he...

Sale of Tickets (Sporting and Cultural Events) Bill 2017: Second Stage [Private Members] (11 May 2017)

Martin Kenny: I congratulate Deputy Quinlivan on bringing forward the Bill. This area has been in the minds of many young people. If a computer is on in my house late at night, it means someone is trying to buy tickets for something. Broadband comes to mind as an issue because the people in rural Ireland can never seem to get the tickets and we often blame broadband. There is also a tendency to believe...

Questions on Promised Legislation (11 May 2017)

Martin Kenny: The fracking Bill was brought through by my constituency colleague, Deputy Tony McLoughlin. It is a magnificent Bill and there is progress being made steadily as it moves through the Oireachtas. I seek an assurance. The Bill has been changed or adjusted slightly to become an amendment to the Petroleum and Other Minerals Development Act 1960. Will the Government set time aside to have it...

Written Answers — Department of Agriculture, Food and the Marine: GLAS Issues (11 May 2017)

Martin Kenny: 203. To ask the Minister for Agriculture, Food and the Marine if an extension to the timeframe for planting hedgerows and coppicing hedgerows will be provided under the GLAS scheme in view of the fact there is a shortage of hedging plants here and farmers need more time to source them before planting. [22441/17]

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (9 May 2017)

Martin Kenny: The witnesses are all very welcome. With regard to the number of litters, what is the norm at present? I would like to know this for my own expertise, if nothing else. With regard to sanctions, it was stated a person convicted of any animal welfare offence should not serve on the board. Surely such people should not own greyhounds or be involved in the industry at all, never mind be on...

Martin Kenny: Is doping considered to be an animal welfare offence? To me, it is.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (9 May 2017)

Martin Kenny: Would an offence in that category carry a greater sanction than a doping offence?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Greyhound Industry Bill 2017: Discussion (Resumed) (9 May 2017)

Martin Kenny: Therefore, could there be both a criminal sanction and an administrative sanction?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Agriculture Cashflow Support Loan Scheme: Discussion (9 May 2017)

Martin Kenny: The witnesses are all very welcome. I thank them for attending and making their presentations. A couple of issues arise immediately for me. The advantage of the scheme was that the money was available without security being required. It was sold on that basis. However, everyone I speak to in the farming community went to the banks with which they deal generally and with which they all...

Order of Business (9 May 2017)

Martin Kenny: On a point of order, between the first question and answering the first question, it took seven minutes.

Order of Business (9 May 2017)
