- Joint Oireachtas Committee on Agriculture, Food and the Marine: Climate Change Issues specific to the Agriculture, Food and Marine Sectors: Discussion (13 Feb 2018)
Pádraig Mac Lochlainn: We have heard four very strong presentations. Mr. Duffy of Macra na Feirme stated farmers were the custodians of the countryside and, in essence, the real environmentalists. That is a very pertinent point to make in response to the critics of the farming sector on all of these issues. My first question is to Mr. Healy of the IFA. He made a really strong point about Mercosur. We are...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Climate Change Issues specific to the Agriculture, Food and Marine Sectors: Discussion (13 Feb 2018)
Pádraig Mac Lochlainn: We will say no more about it for now. My next question is also for Joe. We are very formal here; we have to say Mr. This and Mr. That, but I would prefer to say Joe. It is about the excellent point he made about the White Paper on energy. He outlined a number of issues in respect of the crowd-funding legislation. I really appreciated his focus on local communities and farmers availing...
- Seanad: Order of Business (7 Feb 2018)
Pádraig Mac Lochlainn: If someone gets out a map of the island of Ireland and looks at the motorway and rail infrastructure, they will see there is a huge gap in the north west of our island. There is no motorway, rail or air link to Derry city, which is the fourth largest city on this island. There is no rail, motorway or air link connecting the fourth largest city on this island to the capital city. That...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Pádraig Mac Lochlainn: Unfortunately, the licensing system has not been working for the industry or those with environmental or other concerns. I have been examining the statistics for Scotland which has been subject to the same environmental directives which I hope will not change following Brexit. Apparently, the period in which licence application decisions are made rarely exceeds 20 months, whereas it is six...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Pádraig Mac Lochlainn: I talked about delays of over six years in the Irish case - in Scotland, it is 20 months. What the Department is saying is that now it has dealt with the implications of the ECJ ruling, moving forward under two decision-making authorities, the timeframe will be much less than the Scottish timeframe? Is that what it is saying?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Pádraig Mac Lochlainn: The Department's submission talks about 15 recommendations that can be implemented in the short term without legislation, but the Department does not spell out what these 15 recommendations are. It is a very general presentation and is lacking in specific timeframes. I asked the witness if he supported the recommendation that there be two separate offices, and I will do so again. Does he...

Pádraig Mac Lochlainn: Does the Department support that?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Pádraig Mac Lochlainn: There are two other questions the witness did not answered. There is a clear conflict of interest in having an office that issues licences and that deals with compliance and monitoring. There are other examples where that is not the case. Does the witness agree that is a conflict of interest? Does he support the recommendation to change that? Those are the questions I asked at the outset.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Pádraig Mac Lochlainn: I asked the question and not the Chairman so Dr. Beamish should look at me. It is basic manners to look at the person who asked the question.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Pádraig Mac Lochlainn: With all due respect to Dr. Beamish, he has not answered my question. I assume his answer to my question is "No". I assume that he does believe there is a conflict of interest and there should be two separate offices.
