- Seanad: Equality of Access to Education: Motion (12 Jul 2017)
Lynn Ruane: In all of my research into loan schemes internationally, as a member of the Oireachtas Joint Committee on Education and Skills, and during our debates on the Cassells report, I simply cannot find a jurisdiction where it can be claimed that such a scheme has been even remotely been a success, no matter what metric is used to measure it. In Australia, which has had a loan scheme for 20 years,...
- Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (11 Jul 2017)
Lynn Ruane: No problem. I thank the witnesses for their presentations. Many members have covered a large number of the concerns to which I had intended to refer. I will not reiterate what has been said. The policy relating to the scheme, which is somewhat of a side issue, has not been raised. I have received several emails on this matter and the committee may have received correspondence on it. The...
- Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (11 Jul 2017)
Lynn Ruane: No.
- Seanad: Domestic Violence Bill 2017: Committee Stage (Resumed) (4 Jul 2017)
Lynn Ruane: I will speak briefly on amendment No. 52, mainly to acknowledge its importance. I have been fairly silent throughout the debate on this Bill and one of the reasons is amendment No. 52, which deals with coercion and controlling behaviour. This is something that has impacted me personally, so I still feel that I cannot stand in the Chamber and acknowledge it out of fear of inviting that type...
- Joint Oireachtas Committee on Education and Skills: Training and Supports for Providers of Special Needs Education and Education in DEIS Schools: Discussion (27 Jun 2017)
Lynn Ruane: I thank the witnesses for their contributions which I found interesting and invaluable, in particular the contribution of Ms Noreen Duggan. The focus for me in this area is always DEIS and disadvantage. Many of the contributions today focused on special education but I note that there are many similarities with these complex needs and what is necessary for a school to address them. I will...
- Joint Oireachtas Committee on Education and Skills: Training and Supports for Providers of Special Needs Education and Education in DEIS Schools: Discussion (27 Jun 2017)
Lynn Ruane: Just to add to that, they make those decisions based on a conversation with the student.
- Joint Oireachtas Committee on Education and Skills: Training and Supports for Providers of Special Needs Education and Education in DEIS Schools: Discussion (27 Jun 2017)
Lynn Ruane: If students are coming home after dropping higher level on the day, there is no inclusion of the parents in actually making the decisions on LCA or on certain subjects.

Lynn Ruane: They were not late.
- Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Committee Stage (21 Jun 2017)
Lynn Ruane: They were purposely late to the Bills Office, it is different than----
- Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Committee Stage (21 Jun 2017)
Lynn Ruane: Perhaps we should have adjourned so they could have had time to put in their amendments?
- Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Committee Stage (21 Jun 2017)
Lynn Ruane: I know we are speaking to the amendments but this is the first time in the year and a half I have been in this House that I have been ashamed of how business is being conducted here. I do not think it has ever been heard of for a Minister of State to say that the Government would share draft amendments with every Senator and I do not think that was done in the name of transparency. It was...
- Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Committee Stage (21 Jun 2017)
Lynn Ruane: I am not.
- Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Committee Stage (21 Jun 2017)
Lynn Ruane: What about this day?
- Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Committee Stage (21 Jun 2017)
Lynn Ruane: There is consensus.
- Seanad: Order of Business (20 Jun 2017)
Lynn Ruane: This is the first sitting day since the passing of Ann Louise Gilligan and I wish to pay tribute to her in the Seanad not only for the impact she had on my life but the impact she has had on generations of lives across the community in Tallaght. She cannot be faulted on the level of work and commitment she gave to working class communities as well as the LGBT community for many years. A...
- Seanad: Special Joint Committee on the Eighth Amendment of the Constitution: Motion (20 Jun 2017)
Lynn Ruane: Is nobody else speaking on it?
- Seanad: Order of Business (13 Jun 2017)
Lynn Ruane: I wish to raise the horrifying case reported over the weekend concerning the young teenage girl who was sectioned and detained in a psychiatric unit under the Mental Health Act for requesting an abortion last year. The girl and her mother thought they were going to Dublin for an abortion and she was sectioned instead. This is nothing short of institutional coercion of a vulnerable young woman.
- Seanad: Order of Business (13 Jun 2017)
Lynn Ruane: She lost her freedom and her right to bodily integrity. This shows what a complete failure the Protection of Life during Pregnancy Act 2013 has been in respecting the human rights of women in this country. The girl qualified for a termination under this legislation and was denied one. I would also like to read a comment from the then Minister for Health, Senator James Reilly, who stated,...
- Seanad: Adoption (Amendment) Bill 2016: Report and Final Stages (13 Jun 2017)
Lynn Ruane: I move amendment No. 2:In page 8, after line 40, to insert the following:“(7) (a) The Child and Family Agency shall publish guidelines in relation to best practices around post-adoption voluntary contact plans. (b) The guidelines should include information on relevant services and supports including those relevant to maintaining post-adoption voluntary contact plans.”.
- Seanad: Adoption (Amendment) Bill 2016: Report and Final Stages (13 Jun 2017)
Lynn Ruane: I will speak to the first grouping of amendments. These amendments all relate to the post-adoption supports available to both parents and adopted children. Currently, informal arrangements are often in place between new adoptive parents and former birth parents, recognising that this is in the best interest of the child regarding contact. These arrangements do not have any legal status or...
