Seán Canney: The licences we have issued, whatever stage they are at, can only be prevented from proceeding to the next stage if the companies holding them do not meet the required standards and fulfil the relevant obligations, including carrying out environmental assessments and so on. Fracking gives someone limited potential, whereas the licences already issued present a greater chance of yielding...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Financial Implications of the Petroleum and Other Minerals (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (11 Jun 2019)

Seán Canney: The letter that I wrote to the Ceann Comhairle set out the grounds on which I and the Department understood that a money message would be required. The Ceann Comhairle has made a deliberation on that and a decision. That decision now goes to Government, which will make a decision on whether a money message will be given, based on the four points that Deputy Sherlock is talking about.

Seán Canney: Before Deputy Sherlock goes, neither the Citizens' Assembly nor the Oireachtas committee made a recommendation in favour of this Petroleum and Other Minerals Development (Amendment) (Climate Emergency Measures) Bill. People might think that but the Citizens' Assembly did not say that this Bill would be the way to go.

Joint Oireachtas Committee on Communications, Climate Action and Environment: Financial Implications of the Petroleum and Other Minerals (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (11 Jun 2019)

Seán Canney: I repeat that I first brought to the attention of the committee last November that there were issues with finance. It has not just happened in the past few weeks. I do not anything underhand. I stated it then and again in the Dáil that I had concerns in that regard. I am delighted to talk to committee members about the Bill. I have listened to their discussion. As I said, the...

Rural and Community Development: Statements (Resumed) (29 May 2019)

Seán Canney: I thank all of the Deputies who have spoken with such passion in the earlier part of the debate and here again this evening. There might be some differences of opinions expressed from the various sides of the Chamber but it is clear we all agree that we want the best for rural Ireland and for our local communities. Along with the Minister, Deputy Ring, I have had the opportunity to witness...

Seán Canney: One never knows.

Ceisteanna Eile - Other Questions: Climate Change Policy (29 May 2019)

Seán Canney: I agree with the committee's findings. It is important to speak about the just transition. People are beating a drum for making changes quickly now, but that will be more harmful to our country and people, especially to rural Ireland. We must plan for the future and ensure that we bring everybody along with us. There is a great responsibility on all of us. It starts with the Government...

Seán Canney: The Minister for Communications, Climate Action and Environment, Deputy Richard Bruton, is responsible for the overall Government plan for climate change action.  All Departments will have a role to play in supporting the plan, initiatives and targets set out by the Minister in this regard. Acting on climate change now is a Government priority and important for the future of...

Ceisteanna Eile - Other Questions: Climate Change Policy (29 May 2019)

Seán Canney: The all-of-Government action plan on climate change will be published in the very short term. The Deputy referred to the transition for farmers, which is very important. I am sure he will agree that it is also important to state that farming rates at a high level in our carbon emissions only because we are not a very industrialised nation. Farming rises in the pecking order as a result....

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: National Broadband Plan (29 May 2019)

Seán Canney: Something the Deputy said is worth repeating, namely, that the national broadband plan is the single largest investment in rural Ireland since rural electrification. That took 40 years, by the way. We will roll out broadband using current technologies over the next seven years, but it will also be maintained and future-proofed for the next 35 years. I am proud of this investment, as is...

As Minister of State with responsibility for community development, natural resources and digital development, I work across both the Department of Rural and Community Development and the Department of Communications, Climate Action and Environment. I also chair the mobile phone and...
