Cian O'Callaghan: I thank the Chair for facilitating me. I thank the witnesses for all the work that has been done on this. Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (9 Mar 2023)

Cian O'Callaghan: I thank Ms Mulhern. I have two final questions. In terms of section 5, that is, the new section 8 of the Bill, many people from different quarters have said very clearly during our pre-legislative scrutiny that they do not know why this has arisen and that they have not experienced difficulties with this. They do not know why this has arisen or what the purpose is behind this change. Has...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (9 Mar 2023)

Cian O'Callaghan: I thank Mr. Hogan for that. It would have been useful to have had it even before today's meeting. We could then have asked him about it. It is better late than never, however. Satellite litigation and the potential for delays has come up a lot. We have heard this from a few different quarters, including from some contributors who would place themselves as being very pragmatic and so...

Ceisteanna - Questions: Economic Policy (8 Mar 2023)

Cian O'Callaghan: 12. To ask the Taoiseach if he will report on the Government's response to Ireland's Competitiveness Challenge 2022. [11541/23]

Ceisteanna - Questions: Economic Policy (8 Mar 2023)

Cian O'Callaghan: One of the issues identified as a barrier to our competitiveness is the lack of housing people can afford. With regard to the Government's decision to lift the ban on evictions, is the Taoiseach aware that in most European countries tenants who pay their rent cannot be evicted? Ireland is now in the unique position of having some of the highest rents in Europe and some of the lowest...

Cian O'Callaghan: 281. To ask the Minister for Agriculture, Food and the Marine in relation to the Control of Dogs Act working group, the stakeholders who were consulted during the process; if scientific evidence has been incorporated; if so, if that evidence will be published; the stage that the review is currently at; and if he will make a statement on the matter. [11993/23]

An tOrd Gnó - Order of Business (7 Mar 2023)

Cian O'Callaghan: At a time when we have record homelessness, the Government has made a decision that is going to increase homelessness further. The explanations we have been given so far hold no weight. We have been told that 1,500 new homes will be purchased as part of the tenant in situprogramme, but that had already been announced by the Minister for Housing, Local Government and Heritage. We urgently...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (7 Mar 2023)

Cian O'Callaghan: To follow up on that, the Mahon tribunal report, which Mr. Mandal referenced, states, "The Tribunal is concerned at the extent of the Minister’s powers in the planning system as a whole" and lists concerns about the Minister being heavily involved in the national development plan, the national spatial strategy, regional policy guidelines, development plans and so forth. Obviously, the...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (7 Mar 2023)

Cian O'Callaghan: I thank Mr. Mandal for the answer. I do not want him to identify any individuals or go into any specifics but he said earlier that people might be intimidated out of taking a judicial review. Can he give us some insight into that? When he talks about intimidation, what are we talking about? What types of intimidation is it or what sort of form does that take?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (7 Mar 2023)
