Colm Burke: It is important because the Garda is operating at the coalface and can see the challenges there. This legislation would appear to provide even more challenges to the Garda now. It is important to have that consultation and engagement. It is fine to put legislation in place but without the manpower to implement it, the Garda will have a problem.
