Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (19 Apr 2023)

Cian O'Callaghan: During the discussion this morning on the Social Democrats' vacant homes tax motion, the Minister for Finance was quite dismissive of the figure of 160,000 vacant homes identified by the census. He seemed to think that the figure included the homes of people who were on holidays for a few weeks but this is not correct. For a vacant home to be classified as such, the census enumerator must...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (19 Apr 2023)

Cian O'Callaghan: That is not the case.

Vacant Homes Tax: Motion [Private Members] (19 Apr 2023)

Cian O'Callaghan: We should contrast what is happening in respect of vacancy in Ireland with what the Spanish Government has just announced. It has announced that 50,000 vacant homes are going to be brought back into use and made available at affordable rents for adults who are still living with their parents. That is the kind of initiative we need. It is making good use of its housing stock and is giving...

Department Underspend and Reduced Delivery of Affordable Housing: Motion [Private Members] (18 Apr 2023)

Cian O'Callaghan: On behalf of the Social Democrats I welcome this motion and I thank Deputy Ó Broin for bringing it forward. It complements the motion which the Social Democrats will be bringing forward in the morning on the vacant homes tax, where we are looking for such a tax with teeth. The derisory 0.3% rate of the tax which the Government has brought forward will not be an effective tax and will...

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: Many of the challenges for people around affordability relate to the upfront costs, but I agree with those points. It is worth noting that construction has always been more expensive than traditional houses, long before there were lifts or fire safety regulations or anything else. For example, if we compare the building cost of Fatima Mansions compared with a traditional social house at the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: Is Ms Stapleton confident that voids were being counted as new-build in 2008? I know that arose as an issue in more recent years.

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: Okay. I think the issue with voids arose when funding came from the Department to turn around voids under Rebuilding Ireland and they started getting counted as so-called new social homes when they were not, but that was much later than 2008. I do not think there was any funding from the Department for turning around voids before Rebuilding Ireland.

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: Has anyone ever suggested that voids were counted as new-builds in 2008? Has there been any suggestion of that before by anyone?

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: I am curious because I have never heard that stated about 2008 figures. I am wondering where Ms Stapleton is getting that suggestion from.

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: I thank Ms Stapleton. The examination of the legislative first right of refusal for existing tenants was also mentioned in the opening statement. Will the witnesses expand on that and tell us a little about the examination, such as what the timeline and expectations are?

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: That is the hope. Is it too soon to be definitive about that?

Joint Oireachtas Committee on Housing, Planning and Local Government: Housing for All: Department of Housing, Local Government and Heritage (18 Apr 2023)

Cian O'Callaghan: When the different local authorities were before the committee some, though not all of them, brought up the issue of the pipeline of land they have for social and affordable housing. Some stated that their pipeline of land is running out and will run out in the next few years. Some also stated they simply cannot compete with private developers to acquire zoned development land. They simply...
