John Lahart: Coming back to a question that was asked earlier in relation to the shared equity scheme, we had the ESRI's suggestions on this. In terms of policy instruments, how could a Government go about activating the thousands of idle planning permissions that are there? This was a modest scheme, but what positions would the Central Bank have on that?
