Cian O'Callaghan: If a local authority is not doing enough on vacancy, the funding it gets to tackle vacancy could be curtailed or withdrawn. Is that the consequence?

- Ceisteanna - Questions: Cabinet Committees (14 Jun 2023)
Cian O'Callaghan: Regarding the Cabinet committee on housing, I ask the Taoiseach about the numbers of people who are sleeping rough. An article written by Laoise Neylon in the Dublin Inquirerstated that last November 180 people were counted as sleeping rough in Dublin by the Dublin Simon Community outreach team. Yet despite this, the official figure of the number of people sleeping rough published by the...

- Ceisteanna - Questions: Departmental Strategies (13 Jun 2023)
Cian O'Callaghan: On reform, I want to ask about a 2008 report from the Law Reform Commission. The report in question took the form of a consultation paper and it contains a number of recommendations in respect of expert witnesses. In 2016, a report was published by the commission in which it reiterated the need for reform and clarity in the use of expert witnesses. There is serious concern about the role...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)
Cian O'Callaghan: I thank our guests for their contributions. I wish to follow up with the representatives of Uisce Éireann on the suggestion relating to compulsory purchase orders. I will focus on a particular part of the issue. When those powers are with local authorities, there is a safeguard against over-reach in the use of those powers. That safeguard is the elected councillors. The water...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)
Cian O'Callaghan: The suggestion relating to public infrastructure and having the processes and various consents running concurrently, rather than sequentially, is an important point. It must be incredibly frustrating to have parts of the consents for a large project time out and have to go back to get fresh data because of the delays and then have to get a new consent to get fresh data or surveys. There is...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)
Cian O'Callaghan: Is this a result of the processes the authorities have chosen to adopt or is it down to legislative requirements? In the case of large public infrastructure processes that have gone though the consultation period and planning, the applicant may be told that certain matters, such as the granting of a wastewater discharge licence, for example, will be decided at a later stage. Certain issues...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)
Cian O'Callaghan: Let us say a wastewater facility gets planning permission and then applies to the EPA for a wastewater discharge licence or whatever. Is there a difficulty for the EPA in granting a licence for something that does not have full planning permission? The planning process could alter the size of the wastewater infrastructure or make alterations. If the EPA has already granted a licence based...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)
Cian O'Callaghan: In a way, the process might still be sequential, rather than being absolutely concurrent, but with strong overlaps. That might be what works. There may be a clear sequence whereby processes would start and each would complete slightly after the previous one.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)
Cian O'Callaghan: It would take a great deal of co-ordination to get it all exactly along those timelines. Even if it was somewhat concurrent, however, that could give rise to significant time savings. I thank the witnesses.
