Chapter 18 - Salary Overpayments to Teachers
Vote 26 - Department of Education and Skills
(28 Feb 2013)

Paschal Donohoe: I want to pick up on that phrase, which represents a real challenge for us. Whenever we raise a question over how they perform, we are told we cannot be given the actual information because of commercial sensitivity. While I understand that, it makes it very difficult to carry out a public evaluation of the performance of these projects.

Chapter 6 - Financial Commitments under Public Private Partnerships
Chapter 18 - Salary Overpayments to Teachers
Vote 26 - Department of Education and Skills
(28 Feb 2013)

Paschal Donohoe: I was about to ask about that matter. Surely there is a point at which the commercial sensitivity becomes less of a concern than it was previously. For example, some companies that were involved in tendering for the PPPs may no longer be in existence. Will we reach a point when a decision can be made to release some of the information because it will no longer have the market sensitivity...

Paschal Donohoe: The largest of them under consideration at the moment is the Grangegorman project, a gigantic project involving more than 70 acres in the city centre. How is that proceeding?

(28 Feb 2013)

Paschal Donohoe: From an Exchequer point of view, as Mr. Ó Foghlú has acknowledged, it is not just a PPP. It is a variety of them with some direct State funding going in also. Can Mr. Ó Foghlú confirm that we are funded at the moment to deliver the commitments we have in order to ensure that project is delivered on time?

Paschal Donohoe: School transport is a topic of interest to many of my colleagues. An issue which keeps arising is the contention that Bus Éireann does not make a profit from the school transport scheme. I understand this was referenced in a recent court case. Will Mr. Ó Foghlú give the committee an understanding of the information which allows this conclusion to be drawn?

Chapter 18 - Salary Overpayments to Teachers
Vote 26 - Department of Education and Skills
(28 Feb 2013)

Paschal Donohoe: I welcome the officials and thank them for their preparation for this session. Given the number of files in front of Ms Dowling, I am led to think there will not be a question I can ask for which she will not have a comprehensive answer. I have questions on public private partnerships, primary schools, the status of the Grangegorman project, school transport and school patronage. However,...

Paschal Donohoe: Mr. Ó Foghlú said that when the applications started to come in, issues became apparent. The same happened with the processing of medical card applications. He said lessons were learned. What lessons were learned from the medical cards issue that helped with this process?

Joint Oireachtas Committee on European Union Affairs: Future of Ireland and the European Union: Discussion (21 Feb 2013)

Paschal Donohoe: That is no problem. The third task the European Central Bank was charged with concerned the balance the payments. Is a core cause of the eurozone crisis that countries forgot about the balance of payments? Rather crudely, the balance of payments position is the test of whether a country will be solvent in the long run. There are countries running deficits left, right and centre, with no...

Joint Oireachtas Committee on European Union Affairs: Future of Ireland and the European Union: Discussion (21 Feb 2013)

Paschal Donohoe: I welcome our guests. I missed the beginning of Mr. McDonnell's presentation but I have read it in its entirety. Senator Reilly referred to further fiscal and economic integration. I am clear on what further economic integration would look like from a banking point of view and in the context of the ability of governments to finance their operations through eurobonds, etc. I am, however,...

Chapter 8 - Revenue Outturn 2011
Chapter 9 - Revenue Debt Collection
Chapter 10 - Increasing Tax Compliance
(21 Feb 2013)

Paschal Donohoe: Could I ask Ms Feehily a brief question about that? I concentrated on a very specific area earlier on in my contribution but I looked at the chapters in preparation for the session. In respect of the point made by Deputy O'Donnell, the point is made in the chapter on Revenue outturns that in 2011, while 36,000 taxpayers paid corporation tax, 129 were accountable for two thirds of that tax....

Chapter 9 - Revenue Debt Collection
Chapter 10 - Increasing Tax Compliance
(21 Feb 2013)

Paschal Donohoe: I understand. I assume that the latter sentence relating to a large proportion of the losses would refer to banks.

Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 9 - Office of the Revenue Commissioners
Chapter 7 - Audit of Revenue 2011
Chapter 8 - Revenue Outturn 2011
Chapter 9 - Revenue Debt Collection
Chapter 10 - Increasing Tax Compliance
(21 Feb 2013)

Paschal Donohoe: Is Revenue engaging with the banks and the Department of Finance concerning mortgage arrears and indebtedness? There will clearly be consequences as we emerge from this difficulty and the issue of mortgage arrears is dealt with in terms of the estimated future corporation tax yield from the same banks. If we are asking them to crystallise a loss and do something about it, that will have a...

Paschal Donohoe: In terms of how this could be communicated to people - and I hope this exchange will play a role in informing people about it - is this something that can be included in the information campaign and something that can be made clear to citizens?

Paschal Donohoe: Within that FAQ answer, some thought must be put into the issue of flood risk. I will give an example to illustrate my point. I met a lady recently whose property has not been flooded since 1954 but a property on a road around the corner from her has been flooded twice in the last decade. She cannot get any kind of insurance for her home now. Even though she has never been flooded and is...
