Martin Kenny: Would that not suggest there is space to at least front-load a higher payment to, say, the first 50 ewes? I know the Minister has to put some additional actions in place to do that but if there is space to do that, could that not be examined?

Martin Kenny: I will comment on the same point. I am very conscious that particularly around the west coast there are many small piers and harbours that need much work. They depend on getting bits of grants. Every year there are applications and many of them cannot get anything in the queue. In fairness, some extra resources are needed.
