- Written Answers — Department of Health: Nursing Homes Support Scheme Administration (10 Jul 2018)
Martin Kenny: 554. To ask the Minister for Health his plans to change the policy of awarding appeals under the fair deal scheme from the date of appeal decision to that of backdating it to the date of the initial award; and if he will make a statement on the matter. [30342/18]
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse Racing Ireland: Discussion (3 Jul 2018)
Martin Kenny: I thank Mr. Hartery for coming in today and sharing with us his extensive CV in the business world, and his interest in horse racing. One of the major issues over the years has been the amount of taxpayers' money that goes into the horse racing industry. The industry receives a significant sum every year. I accept that this investment delivers a return in the sense that the activity in...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse Racing Ireland: Discussion (3 Jul 2018)
Martin Kenny: With regard to Brexit, is there any particular public policy issue we could deal with or examine?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Report of the Agriculture Appeals Act Review Committee: Discussion (3 Jul 2018)
Martin Kenny: I thank Dr. Smyth for his presentation, which I read earlier. I come across appeals regularly and the issue is that people often feel they are up against it. They already have a negative finding before they go for the appeal, they are trying to prove themselves and the people they meet are very much on the side of Department. That is generally the way people look at it. I welcome the...
- Written Answers — Department of Justice and Equality: Visa Applications (3 Jul 2018)
Martin Kenny: 211. To ask the Tánaiste and Minister for Justice and Equality if a holiday visa will be granted to a person (details supplied); and if he will make a statement on the matter. [29265/18]
- Special Needs Assistants: Motion [Private Members] (26 Jun 2018)
Martin Kenny: I welcome the debate and thank the Rural Independent Group for bringing forward the motion. It is almost 25 years - much has happened since - since the right to a mainstream education was won through court action by parents of children with special needs. That is how all this came about. In fairness, most children today are able to receive the support they need to stay in education. I...
- Ceisteanna - Questions: National Risk Assessment (26 Jun 2018)
Martin Kenny: Coming from a rural constituency, the issue of biodiversity is something of which I am very conscious. One of the issues mentioned by Deputy Boyd Barrett, monoculture forestry, is a very clear problem. It is not afforestation for carbon sequestration or anything else. It is basically about the timber industry making maximum profit and being supported in that regard by Government and public...
- Ceisteanna - Questions: Taoiseach's Meetings and Engagements (26 Jun 2018)
Martin Kenny: I refer to the Taoiseach's visit to Spain and wish to raise the ongoing political crisis in Catalonia. Did the Taoiseach raise the issue with the new Spanish Prime Minister? The silence from many European states has been deafening when it comes to condemnation of political repression in Catalonia, which has been orchestrated mainly by the Spanish Government. There are now nine political...
- Order of Business (26 Jun 2018)
Martin Kenny: I will make hay while the sun shines. That is what the farmers are trying to do. This is a very simple issue. The Department has shown flexibility in the past when there were crises, particularly around the slurry issues. It is very sensible to simply allow a little flexibility in order that farmers can cut hay meadows a couple of days earlier. If they have to wait until 1 July, they may...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: I am sorry that I missed the beginning of the presentation. I thank the delegates for being here. Pillar 1 payments are based on reference years. At the end of this process it will be 26 or 27 years old. That does not mean anything to anyone at this stage because it is so much out of date. How is it envisaged that that problem will be overcome? Will there be some method by which it...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Does it include the greening aspect?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: If it were cut, would it be more appropriate or possible for the Government to top up pillar 1 payments directly instead of the State sending money to the European Union and only getting back 70% in the CAP budget? The next issue I wish to raise was being discussed when I entered the room. Through the capping of payments, a scaling back to a figure between €60,000 and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Would the front-loading assist that? Would it put a sense of balance back into it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: It is very complex as it stands. Every different farmer has a different rate per hectare. At least there would be a set amount per hectare.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Yes.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: The witness mentioned how the plan is to bring everybody to 75% of the average payment.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: How far off that 75% figure are we?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: I imagine that with that calculation, the capping mechanism will come into play. The average is based on what everybody gets and if a small number gets a very high payment, that average is skewed. If payments are reduced, the average would be reduced. That would mean people's payments would not have to be increased by much. That is a twist.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Will anybody see increased payments?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: The ongoing problem with the previous gap involved forgotten farmers, old and young farmers and the different small sectors. We all know there must be rules and these groups found themselves on the wrong side of the rules somehow or other. On balance, will this resolve much of that?
