Jennifer Whitmore: I do not know if we have much time left to be learning by doing and doing so incrementally. The fact that the just transition commission was a promise in the programme for Government was a positive move. It is disappointing that the Minister seems to be moving away from it. The just transition commissioner is focused on a small area. It needs to be a national commission.
