Dessie Ellis: On Saturday I visited Glen Ding estate in Blessington which was built six years ago on a flood plain, with a river flowing underground through it. Planners in Wicklow County Council gave permission for it. The proposed planning Bill will contain measures based on recommendations by the Mahon tribunal. We must get to grips with all these planning permissions.
