- Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)
Seán Fleming: According to the chart Rehab gave the committee today, the figure for 2012 is €66,000 and for 2011 it is €51,000. I want to ask specifically about that figure. I am looking at the audited accounts Rehab presented to the committee today. On page 39, note 26 states that there were consultancy services to the value of €66,000 for 2012. In 2011, it was €11,000.

Seán Fleming: Sorry, I missed that point.
- Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)
Seán Fleming: I will move on from that. I am happy with that. I just spotted it when coming in. On the Rehab Group, I want to refresh where we are at as the Committee of Public Accounts and where the public is at. Up to now, the general understanding of the position with the Rehab Group, and the figure we quoted at all previous meetings, was that it was in receipt of State income in the order of...
- Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)
Seán Fleming: It will be most significant to the people that the accounts give a geographical breakdown of Rehab's turnover. Of the turnover of approximately €183 million, according to page 16 of Rehab's accounts, €118.363 million is in the Republic of Ireland. Is Mr. Poole happy with that figure?
- Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)
Seán Fleming: Straight away, that tells me that of Rehab's €118 million turnover here in Ireland as per its accounts, €95.5 million comes directly from Departments, which brings Rehab into the position where 81% of its income in Ireland comes directly from the Irish taxpayer. As far as I am concerned, it is a completely different group from that which everybody had understood heretofore. ...

Seán Fleming: And there will be no transcript.
- Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)
Seán Fleming: On a point of clarification on that particular issue, I refer to Mr. Declan Doyle in an effort to be of assistance to him. He read a letter which he said had legal privilege and that he could not distribute it. By reading it here in front of the cameras, it can be distributed by all the media channels today. I wonder if he has inadvertently waived that privilege by reading it on to the...
- Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)
Seán Fleming: I am saying this to advise Mr. Doyle. I am concerned that there is a contradiction between saying the document has legal privilege and, on the other hand, reading it out to the committee.

- Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (10 Apr 2014)
Seán Fleming: I understand what the Minister is saying. As a first step I would like to see some progress on this matter, notwithstanding that there might be a constitutional issue. However, we can do a considerable amount within the current Constitution. When agencies are providing staff for a public body, they should provide the details of the staff they are sending in to work in that public body...
- Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (10 Apr 2014)
Seán Fleming: 3. To ask the Minister for Public Expenditure and Reform if he will issue guidelines to public sector bodies to prohibit the rehiring of former public servants on an employment contract or agency basis; and if he will make a statement on the matter. [16919/14]
- Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (10 Apr 2014)
Seán Fleming: Will the Minister issue guidelines to public sector bodies to deal with what is a serious issue for many, especially younger people looking for jobs? Will he issue guidelines to prohibit the rehiring of former public servants on employment contracts or an agency basis? There is a lacuna whereby people who have worked in the public service and retired on full gratuities, with lump sums and...
- Ceisteanna - Questions - Priority Questions: Public Sector Staff Recruitment (10 Apr 2014)
Seán Fleming: The Minister might clarify what he said specifically and try to relate it to my question which essentially is about rehiring former public servants either on a contract or an agency basis. I accept the generality that people who retire do not come back into normal employment barring particular exceptions. We have had that in the OPW. We are now seeing the scandal of people who have retired...
- Ceisteanna - Questions - Priority Questions: Sale of State Assets (10 Apr 2014)
Seán Fleming: The essence of my question is the number of jobs created, but the Minister has not responded to it. While he provided a good summary in terms of the planned disposals and expected receipts, he did not provide information on the number of jobs created. He speculated about how many jobs could be created if €1 million was spent here or there. It should be possible for him to provide...
- Ceisteanna - Questions - Priority Questions: Sale of State Assets (10 Apr 2014)
Seán Fleming: I draw the Minister's attention to a specific issue within the OPW which also comes within his remit. On 27 March the Department of Public Expenditure and Reform, through the Office of Public Works, sold approximately six or seven former Garda stations, from which the yield was €673,000. In response to a parliamentary question to the Minister recently on what the proceeds would be...

Seán Fleming: I wish to ask the Minister for Public Expenditure and Reform about the proceeds received to date from the sale of State assets, such as those from Bord Gáis, the ESB, the national lottery and Irish Life, in addition to some financial shares that were held by the State, and the number of jobs created from investment of the proceeds.
