Martin Heydon: A solution would be to treat the Fine Gael grouping differently from Ministers. A Minister, as the holder of an office, has a role and responsibility to hold the view of his or her Department. Ministers do not necessarily represent the view of their political party or constituents. I feel strongly that it is a challenge for us on this side of the House.
