Written Answers — Department of Housing, Planning, and Local Government: Local Authorities (18 Apr 2023)

Kieran O'Donnell: Under the current baseline funding allocation model, every local authority has a minimum level of non-programme funding available to it, known as its baseline. Baseline funding comes from Local Property Tax income (LPT) and is supplemented by the exchequer where a local authority’s LPT income is less than their baseline level. There was a previous review of the baseline funding...

Submissions could be made by interested parties, up to 1 January 2023 challenging whether land met the criteria for the tax, identifying additional land which may meet the criteria for the tax or where made by a landowner, a rezoning request to remove the land...

Kieran O'Donnell: Under the Derelict Sites Act 1990 (the Act), local authorities are required to maintain a derelict sites register, which includes the name and address of each owner and occupier, where these can be ascertained by reasonable enquiry, of any land which, in the opinion of the local authority, is a derelict site. Seanad: Housing: Statements (Resumed) (29 Mar 2023)

Kieran O'Donnell: I am delighted to be back in the Seanad. I was a Member previously and I value its contribution hugely. I have a relatively short time, so I want to address the points Members have raised, as distinct from the contribution from the Minister. I will provide a lot of information about what we have rolled out in our plans. We built 30,000 units last year. We propose to exceed that figure...

Seanad: Housing: Statements (Resumed) (29 Mar 2023)

Kieran O'Donnell: We have given them additional staff. The Department keeps it under constant review and I am currently embarking on a tour of all local authorities to find out exactly what is happening on the ground. The Department will take on board any additional resource requirements. We want to keep people in their homes. I will move on. Senator Black is not present. However, she spoke about a...

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2023: Second Stage [Private Members] (28 Mar 2023)

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2023: Second Stage [Private Members] (28 Mar 2023)

Kieran O'Donnell: Deputy Tóibín again made reference to the private rental sector. I agree with Deputies Mattie McGrath, Michael Collins and Danny Healy-Rae. We need a functioning rental market. I take the point raised by Deputy Michael Healy-Rae about development and looking at planning legislation. I take Deputy O'Donoghue's point about infrastructure. On Deputy McNamara's point, we can look...

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2023: Second Stage [Private Members] (28 Mar 2023)

Kieran O'Donnell: We have a housing policy. Deputy Ó Broin might not agree with it, but I am more concerned that the people who are homeless know that these measures are place. The advice to people is to go to their local authority in all circumstances. We are putting the resources in place to ensure people are prevented from going into homelessness.

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2023: Second Stage [Private Members] (28 Mar 2023)

Kieran O'Donnell: There have been a large number of contributions and I acknowledge them. The Government will oppose the Bill which Sinn Féin has tabled. The Minister has moved a reasoned amendment to that effect. If someone is watching this debate and they are about to be made homeless what do they want to know? I will deal with what I believe are the facts. Why are we not supporting Sinn...
