Seán Fleming: I move amendment No. 9:In page 28, after line 38, to insert the following:“(a) by inserting the following before paragraph 1:“A1. This is an issue I am taking up on behalf of members of the Minister of State's party who are backbench Deputies. They...

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Valuation (Amendment) (No. 2) Bill 2012: Committee Stage (4 Mar 2015)

Seán Fleming: It is a useful discussion and the Minister of State can see it is genuine. At best, one would question the profitability of even the private sector in this area. They operate on a shoestring and, if they operate for a profit, they are waiting for that profit and are just about lucky to get their own wages out of it. Like Deputy Creed for his area, I can list all the towns in County Laois...

Seán Fleming: I believe the Minister gets the net point in regard to the early childhood year. If there is a second year down the road, it will become an even bigger issue because the facilities will have to expand if there is double the number of children in these places.

Social Welfare (Miscellaneous Provisions) Bill 2015: Second Stage (Resumed) (4 Mar 2015)

Seán Fleming: The under 50s. That is all right. The Minister of State will deal with the older Members later. Some people cannot make it into social welfare offices while others are in nursing homes. Is an arrangement in place requiring photographs to be taken in these cases? If so, where is the common sense in sending officials out with cameras to take photographs of people in their sick beds? I...

Social Welfare (Miscellaneous Provisions) Bill 2015: Second Stage (Resumed) (4 Mar 2015)

Seán Fleming: When we look at legislation from the Tánaiste and Minister for Social Protection, Deputy Joan Burton, in the area of social welfare, we must look at what she has done since becoming Tánaiste and Minister for Social Protection in this Government in latter times. We must ask the basic question, namely, whether she has been good or bad. If she had been good, I would have been inclined...

Regulation of Lobbying Bill 2014: From the Seanad (4 Mar 2015)

Seán Fleming: We agree to this amendment and have no issue with what is before us. However, on a point of clarification, in local authorities managers must formally sign a delegation order or note for directors of services to carry out functions. Will the people in the commission have formally to sign a delegation order to a staff member or will it just be a word of mouth delegation?

(3 Mar 2015)

Seán Fleming: We have received a very comprehensive reply from the Taoiseach on the matters raised. I wish to refer briefly to the issue of Irish Water and its classification in terms of the market corporation test. The assumption up to now was that we would know by March how that would work out, that is, whether Irish Water would pass that test. However, in the Taoiseach's letter to the Chairman, he...
