- Seanad: Employment Permits Bill 2022: Committee Stage (22 May 2024)
Timmy Dooley: I thank the Minister of State. While I understand the 50:50 rule, the reality is that citizens need to be made aware of this if we are to lift any burden from the employer. We all know how employers work. They are good people and I would not want to cast any aspersions. However, while the guardrail protects the 50:50 rule, there are many new citizens coming to live and work here, and...
- Seanad: Employment Permits Bill 2022: Committee Stage (22 May 2024)
Timmy Dooley: For clarity and for the avoidance of doubt, I am not suggesting that it needs to appear in national newsprint but on a national publisher’s digital platform. Many of our national publishers are migrating their activities online and I consume most of my national news from the national digital platforms of the main publishers. As for the speed and agility with which we need to move, I...
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: I thank the Chair. On a point of clarification, we sought Eir's attendance at the committee. The secretariat issued an invitation and afforded Eir an opportunity to come and discuss matters that are important and relevant to the commissioner being here. I note from correspondence that it has refused to attend. I have been on this committee for some time and we have had Eir here a number...
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: I accept that, but I am concerned that Eir has refused to attend. I want to know what more the Chair or the committee can do to force it to appear. There are certain powers that can be sought.
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: It is a regulated entity, though.
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: We should refuse that invitation. We can deal with that issue again.
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: Yes. I will get to that but I want to make the point that there is a long-standing tradition here and, on advice, we do not stray into matters that are before the courts. We are all adults, most of the time. The letter Eir sent looking for blanket cover because it may decide to sue ComReg, as it has indicated in its letter, or may decide to appeal-----
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: It did, actually. If the Leas-Chathaoirleach goes to the end of the letter, it states that Eir may seek redress at some other point. We can avoid all of that.
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: We need to ratchet it up against Eir, quite frankly.
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: I thank the Leas-Chathaoirleach.
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: I welcome the commissioner, Ms Dixon. We are delighted to have her before the committee on this occasion. I recognise and thank her for the work she did as Data Protection Commissioner. She comes to this new role with a considerable amount of experience as a public servant, and we look forward to working with her, as the Oireachtas did in her previous role. From Ms Dixon's short time with...
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: Could Ms Dixon address the scale of the sanctions and the fines? Does she think they are adequate to meet the challenge and effectively force operators to obey?
- Joint Oireachtas Committee on Transport, Tourism and Sport: ComReg’s Enforcement Functions: Discussion (22 May 2024)
Timmy Dooley: That is for another forum.
- Seanad: An tOrd Gnó - Order of Business (14 May 2024)
Timmy Dooley: I wish to raise an issue that has been on the airwaves in recent days, namely, GAAGO and the arrangement between the GAA and RTÉ that sets up a paywall for genuine fans. This weekend it was fans of hurling in a match between Limerick and the Cathaoirleach’s county of Cork. I listened with some interest to what the president of the GAA had to say yesterday. I was taken by his...
- Seanad: An tOrd Gnó - Order of Business (14 May 2024)
Timmy Dooley: I accept that. I am just making an observation. I understand he has been invited by Senator Lombard to appear before a committee. I hope he avails of that opportunity to discuss the matter. I have great regard for him. He has great abilities and a great vision. He did not so much as have a pop at the Taoiseach and the Tánaiste, but at the people they were representing and whose...
- Seanad: Gambling Regulation Bill 2022: Second Stage (14 May 2024)
Timmy Dooley: I thank the Minister of State for bringing the Bill to the House. Virtually everybody in society recognises the impact of problem gambling on the lives of individuals and their families and communities. It is also incumbent on us, when we try to deal with such a difficult thing, not to end up with unintended consequences of what we seek to do. I am mindful that in his opening remarks the...
- Seanad: An tOrd Gnó - Order of Business (16 Apr 2024)
Timmy Dooley: As the Acting Leader will appreciate, there is great concern across the world about the heightened tensions emerging in the Middle East. Iran’s reaction to provocation by Israel in recent days has brought the situation to a very serious level. It would be a welcome opportunity to invite the Tánaiste to the House at his convenience to discuss with us what he has been doing in...
- Seanad: Agriculture: Statements (16 Apr 2024)
Timmy Dooley: I thank the Minister for coming to the House to discuss this important matter. This is a debate I have been seeking for some time. I thank him for his level of engagement with us. Quite frankly, however, engagement is not enough. There is a sense of despair across the farming sector of a kind that I have not seen for a long time. The bad weather is the straw that broke the camel's back....
