- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector: Central Bank of Ireland (28 May 2015)
Seán Fleming: I will pose a few observations as questions. I will not get all of them done in ten minutes so I may have to come back a second time, depending on how many people wish to contribute. Professor Honohan is saying we need competition as the main protection for the economy. The idea is it is the best way to bring down rates and ensure we have a proper and satisfactory banking system to service...

Seán Fleming: We have moved on.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector: Central Bank of Ireland (28 May 2015)
Seán Fleming: Professor Honohan personally opposed targets of mortgage arrears that the Minister was talking about here a couple of years ago. I was sitting in front of him when he stated he did not agree with the statistics and targets of 5% and 10%, or whatever.

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector: Central Bank of Ireland (28 May 2015)
Seán Fleming: I have two questions. One relates to the issue of quantitative easing. Professor Honohan is saying this is an ECB-wide issue.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector: Central Bank of Ireland (28 May 2015)
Seán Fleming: He has confirmed to us, in a way, that the one-size-fits-all approach to quantitative easing does not suit the different economies in the EU, depending on what stage they are at. He has said that because we had such a high national debt the benefit of quantitative easing in Ireland has gone to the Government and the NTMA, dealing substantially with the national debt.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector: Central Bank of Ireland (28 May 2015)
Seán Fleming: Exactly. That is because of the debt. He is saying that because of our national debt, aside from the tracker people, it was the Government that benefited from quantitative easing, rather than the real economy, the people, the citizens and the businesses, whereas in other countries where the debt-to-GDP ratio was 60% to 70% lower than ours, that same benefit did not have to be commandeered...

- Aer Lingus Share Disposal: Motion (Resumed) (27 May 2015)
Seán Fleming: I know my time is short but I wish to speak to the motion regarding the takeover of Aer Lingus by IAG. This is a sell-out of a national asset. Aer Lingus is a profitable and expanding company, with increasing passenger numbers and rising revenue and profits. That is the reason it is a target for this hostile takeover bid. The airline is growing and the question is why it should be sold or...
- Aer Lingus Share Disposal: Motion (Resumed) (27 May 2015)
Seán Fleming: The Government is selling a national asset that will never be replaced. It was 60% owned and controlled by Ireland or Irish companies until now but tomorrow it will be owned by the Arabs. The Government is guilty of an unpatriotic act.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Committee Stage (27 May 2015)
Seán Fleming: In regard to this group of amendments, is the Minister saying essentially that the 16,000 mortgages, not many of which were with IBRC, will be left out? Is it the case that they are on their own and that there is no road back?

- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Committee Stage (27 May 2015)
Seán Fleming: I understand.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Committee Stage (27 May 2015)
Seán Fleming: The issue I am concerned about is the owner of the loan who is not to give instructions. I would have thought that the owner of the loan, when about to engage a credit servicing firm, would lay out careful parameters at the beginning and that once the credit servicing firm took over its hands would be tied by these instructions. I accept the Minister's point that during the course of that...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Committee Stage (27 May 2015)
Seán Fleming: The Minister is answering the question, so we are not wasting time. One question that I raised on Second Stage was about a situation in which one of the big banks - AIB or Bank of Ireland - sells the loan to a company outside Ireland, which in turn appoints a credit servicing firm to do the work for it in Ireland. Essentially, the Minister is saying that the owner, who could be in any other...
