- Seanad: Criminal Justice (Rehabilitative Periods) Bill 2018: Committee Stage (20 Nov 2019)
Lynn Ruane: I thank everyone. It has taken me a long time to advance the Bill to this point. Long before I became a Member of the House, I was part of very early discussions in the community and drugs sectors about the fact that we did not even have a spent convictions regime in place in Ireland. It is almost as if I am getting close to giving birth. To reach the end of the process would be amazing...
- Seanad: Criminal Justice (Rehabilitative Periods) Bill 2018: Committee Stage (20 Nov 2019)
Lynn Ruane: As a Senator, I have never wanted to work on legislation in isolation to either oppose a measure or differ from other Members. My goal has always been to work cohesively with everybody around me. That probably comes from a lifetime of work with people in the community sector and it is the only way to get things done. The Minister's departmental officials have been open to participating in...
- Seanad: Criminal Justice (Rehabilitative Periods) Bill 2018: Committee Stage (20 Nov 2019)
Lynn Ruane: I thank all those in the community sector and the NGOs who fought to get the Bill to this point.I hope that between now and Report Stage we can see a Bill leave this House which everyone will support and which can be championed by the two larger parties in the Dáil. Obviously I do not want a Bill to leave this House which will not be picked up by the Minister's Department, considering...
- Committee on Public Petitions: Election of Acting Chairman (20 Nov 2019)
Lynn Ruane: Apologies have been received from Deputies Pat Buckley, Martin Heydon, Dara Murphy, Sean Sherlock, Brendan Ryan and Eugene Murphy and Senator Jerry Buttimer. I advise members to turn off their mobile telephones or switch them to flight mode, as they interfere with the sound system and interfere with the broadcasting of the meeting. In accordance with standard procedures agreed by the...
- Committee on Public Petitions: Decisions on Public Petitions Received (20 Nov 2019)
Lynn Ruane: We will continue with the meeting and consideration of public petitions received. Petition No. P00020/19 is from Dr. Minal Jagger. The petition concerns travel between Ireland and the United Kingdom. The petitioner would like to see UK visa requirements abolished for Irish residence permit holders. Does any member wish to contribute on this matter? I recommend that we forward a copy of...
- Committee on Public Petitions: Decisions on Public Petitions Received (20 Nov 2019)
Lynn Ruane: I thank Deputy Cassells. I agree with everything he said. In regard to life expectancy, if we look at some cohorts of people, whether the Traveller community or the long-term homeless, their life expectancy is so much lower and they should be able to access retirement and packages that come with care, including nursing home care. It is an area I have been looking at in other committees. ...
- Committee on Public Petitions: Decisions on Public Petitions Received (20 Nov 2019)
Lynn Ruane: It is definitely something we should ask the members of the Joint Committee on Employment Affairs and Social Protection to take on since they have a greater ability to change a policy in that Department. Is it agreed to send the petitioner the response from the Department? Agreed. I thank you for your attendance.
- Joint Oireachtas Committee on Education and Skills: Adult Literacy: Discussion (19 Nov 2019)
Lynn Ruane: The figure of approximately €600 per person per annum was given in respect of working with somebody and improving his or her literacy. Is there a figure for what it costs the State if there are 750,000 people with numeracy problems? What is the cost of not having people at a certain level of literacy and numeracy? Health has been mentioned, along with being able to engage with...
- Joint Oireachtas Committee on Education and Skills: Adult Literacy: Discussion (19 Nov 2019)
Lynn Ruane: There is obviously an issue with the assessment of PISA in regard to how children are assessed because they are being assessed literally regarding what they are learning or what type of literature they are engaging with, rather than literacy in the broader sense.
- Joint Oireachtas Committee on Education and Skills: Adult Literacy: Discussion (19 Nov 2019)
Lynn Ruane: If Mr. O'Flaherty were to stay and listen to the witnesses in the next session, he would understand why it is not good. Those with low literacy skills and low educational attainment in the jobs market will be the first to lose their jobs to those with digital literacy and to automation. It is not good that this is where people are when literacy levels are so low.
- Joint Oireachtas Committee on Education and Skills: Digital Literacy in Adults: Discussion (19 Nov 2019)
Lynn Ruane: I have a request for the Acting Chairman. If it is agreeable, seeing as only myself and Senator Alice-Mary Higgins are here, if we could ask questions and then get responses?
- Joint Oireachtas Committee on Education and Skills: Digital Literacy in Adults: Discussion (19 Nov 2019)
Lynn Ruane: I have a number of questions and they bounce between the different threads and the different contributions, so witnesses can pick up on what applies to them in terms of their contributions. I understand if Dr. Mathers has to leave and I thank her for travelling over from the UK. We have heard lots of good things about her. That is why reached out, so we were delighted she could be here....
- Joint Oireachtas Committee on Education and Skills: Digital Literacy in Adults: Discussion (19 Nov 2019)
Lynn Ruane: I do not have the requisite level of language around literacy. I think that is a problem for political representatives who know there is something major happening, but do not have enough of a language literacy level to be able to engage with people who can tell them what needs to happen to reduce that gap between digital literacy and literacy in general.
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Business of Joint Committee (19 Nov 2019)
Lynn Ruane: Senator Warfield is running late, but he will be here.
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Education: Discussion (Resumed) (19 Nov 2019)
Lynn Ruane: I thank the delegates for their presentations. I will ask some general questions and whoever wishes to respond can do so. The questions do not target a particular contribution. The education system has not owned up to the way it treats Travellers. I have far too many heated debates with teachers about the culture of low expectations. It is very much a case of "but..." It is believed...
- Seanad: Education (Student and Parent Charter) Bill 2019: Committee Stage (Resumed) (13 Nov 2019)
Lynn Ruane: Had I finished?
- Seanad: Education (Student and Parent Charter) Bill 2019: Committee Stage (Resumed) (13 Nov 2019)
Lynn Ruane: I had just finished and the Minister would have been due for a response. I finished my contribution on amendment No. 15 and then the debate was adjourned so perhaps we will go straight to a response from the Minister, unless the Minister needs me to remind him of my contribution, which I am happy to do.
- Seanad: Education (Student and Parent Charter) Bill 2019: Committee Stage (Resumed) (13 Nov 2019)
Lynn Ruane: The Minister is right in his point about boards being dissolved and I do not have evidence of that happening either to be quite honest. For me, this amendment was to prevent such a thing. We also never had an Education (Student and Parent Charter) Bill. I feel there is room to begin to have more equality of input between students, parents and boards. There might be potential there to...
- Seanad: Education (Student and Parent Charter) Bill 2019: Committee Stage (Resumed) (13 Nov 2019)
Lynn Ruane: A minimum.
