Seanad: Communications (Retention of Data) (Amendment) Bill 2022: Committee and Remaining Stages (13 Jul 2022)

Seanad: Communications (Retention of Data) (Amendment) Bill 2022: Committee and Remaining Stages (13 Jul 2022)

Alice-Mary Higgins: I will be delighted to anyway.

Seanad: Communications (Retention of Data) (Amendment) Bill 2022: Committee and Remaining Stages (13 Jul 2022)

Alice-Mary Higgins: With regard to the question on the definition of "journalist", the Minister is aware that as recently as last year Opposition Members in the other House have proposed legislation on the protection of journalists and clarifying exactly the definition of a journalist in law. They asked whether we should look to the National Union of Journalists for a definition or look at international...

Seanad: Education (Provision in Respect of Children with Special Educational Needs) Bill 2022: Committee Stage (Resumed) and Remaining Stages (13 Jul 2022)

Alice-Mary Higgins: I echo what has been said. The Minister of State has acknowledged that this is a really important set of suggestions. During the year I spent on the Joint Committee on Disability Matters, this came through again and again. If there are 40 children in an area who need supports at primary school, we should know that, X number of years ahead, we will have the same number of children needing...

Seanad: Night-time Economy: Motion (13 Jul 2022)

Alice-Mary Higgins: I start by welcoming the Minister to the House and indicating my support for the motion. I add my voice to that call. It was a pity to see a Government amendment to the motion being put forward, given that so much of what we have heard has been in agreement. Senator Warfield's motion opens by directly acknowledging the positive elements in the Government motion. It literally opens by...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

Alice-Mary Higgins: There are a number of issues I want to focus on, including the overlap between the medium-term challenges and climate and the report on wages produced by IFAC in May. The report on wages raises a question on the approach of using tax measures as opposed to other measures. There is also the need for an increase in the minimum wage to living wage levels because of inflation. This has been...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

Alice-Mary Higgins: Housing is an example of public investment, but it is routed through a short-term mechanism in terms of leasing. Under Housing for All, quite large amounts of money are being directed towards a leasing model. It has been well documented that a flood of investors are seeking to capitalise on the 25-year social housing contracts that are more costly to the State in the medium to longer term....

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

Alice-Mary Higgins: Perhaps it is an area that needs a specific inflationary analysis. Could that go on the long-term research agenda?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

Alice-Mary Higgins: I am glad that Mr. Barnes has indicated an intention to use it in IFAC's modelling. The need to address private pension tax relief was an issue that was identified back in the days of the troika memorandum of understanding. It was one of the only ones that was not acted on. It is designed on a marginal rate that disproportionately benefits higher earners. I refer to gender and...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: I have a number of amendments in this grouping. As I understand it, the amendment put forward by Senator Gavan is not about discouraging other areas. It seems to be about promoting, protecting and enhancing the public aspect, which is an important aspect. Again, it is a positively framed amendment in that regard. All of my amendments relate to the objects and functions of an...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: The issue has been discussed and debated. I am sure that it will continue to be discussed and debated further. Amendments Nos. 20 and 21 refer to academic freedom for both staff and students in the objects of an t-údarás. Amendment No. 21 seeks to insert "and protect" after the word "respect. This section is the appropriate place to include this because academic freedom is set...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: Yes.

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: In the section on functions.I am just clarifying that it is an important issue. This seems to be the place where it might sit. Sorry, it is in the objects and functions. I thank the Senator for his clarifying question. The objects being the high tier. I suppose we will get into the detail on functions later. It is about making sure that things have a cascading effect throughout the...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: Amendment No. 27 seeks to specify that an object of an túdarás is "enable and assist research sharing and technology transfer between designated higher education institutions and public bodies". I have already made this point. It is in line with Article 4.1(g) of the United Nations Framework Convention on Climate Change, which specifies that all parties to the agreement, which...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: We need to say that if we put billions of public money into research, it must involve a public return. We cannot let patents and bottlenecks and the maximisation of profit stand in the way of the sharing of technologies that could save lives across the world on climate. This is fundamental. I hope our institutions can lead in technology and in a new era of research for the global common good.

Seanad: Report of the Joint Committee on Key Issues Affecting the Traveller Community: Motion (12 Jul 2022)

Alice-Mary Higgins: I second the motion.

Seanad: Report of the Joint Committee on Key Issues Affecting the Traveller Community: Motion (12 Jul 2022)

Alice-Mary Higgins: There are more than 80 recommendations in the report. They are very strong and they cover all areas of life because, sadly, Travellers in Ireland have experienced systematic disadvantage, discrimination and very bad consequences across many areas of life. We are not speaking to all of them here. I would like to speak to some of the areas, such as education because that is a crucial one. I...

Alice-Mary Higgins: I move amendment No. 11: In page 15, between lines 32 and 33, to insert the following: "(b) creating a coherent system of diverse institutions with distinct missions;".

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) (12 Jul 2022)

Alice-Mary Higgins: I move amendment No. 12: In page 15, between lines 32 and 33, to insert the following: "(b) creating a coherent system of diverse institutions with distinct missions which is responsive to the social, cultural, environmental and economic needs of Ireland and its people and the achievement of national objectives;".
