Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 Jan 2023)

Mairéad Farrell: I want to raise the issue of the time it is taking for social housing applications to be processed by Galway County Council. Obviously, it is supposed to be a 12-week period, but it has come to my attention that it has taken far longer for a number of people. It seems to be an issue of resources. Could that be looked at specifically for those councils where the process is taking a longer...

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Mairéad Farrell: Gabhaim buíochas leis na finnéithe as teacht os comhair an choiste. I also have to go to another meeting so unfortunately my time might be a bit limited but I will try to get as much as I can out of it. I noticed in her opening statement that Dr. Doorley mentioned it is a well-established fact that small firms face different challenges from larger enterprises when it comes to...

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Mairéad Farrell: That is interesting. I have another question on Dr. Doorley's opening statement. Dr. Doorley was talking about UBI and concerns around it. Has research been done on alternatives to that? I know Dr. Doorley mentioned MESL as her alternative to UBI. Should we bring standards up to MESL or do we need a different alternative? What are Dr. Doorley's views on that?

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Mairéad Farrell: In that case, I may throw in a question to Dr. McGuinness about his views on the job guarantee. I like to read about these things so I would like to hear his views.

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Mairéad Farrell: I have heard the professor's views on the jobs guarantee. That is something I am interested in. If anyone else would like to say something on it, I am interested.

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Mairéad Farrell: It is just because we were talking about UBI that I thought I would ask. It is okay. We can move on.

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Mairéad Farrell: That is perfect. If anyone else wants to come in on that, that would be fine. My slot has gone on and there are other speakers to come. I need to pop out so I will leave it at that and come back.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Mairéad Farrell: This has been a very interesting meeting. The discussion on crypto was particularly fascinating. I have heard friends talking about crypto and have listened nervously sometimes. I will start with a question on Revolut. The Central Bank may be aware of a scam that some people fell foul of before Christmas involving Revolut. Obviously that is a matter for An Garda Síochána...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Mairéad Farrell: That is interesting. I will touch on the issue of interest rates, and I know we have already discussed it at length. I saw that the Chief Economist of the ECB, Professor Philip Lane, recently said that interest rates need to reach restrictive territory this year. Reuters did a poll among economists on this and they broadly said what the Central Bank said today; there is a consensus that...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Mairéad Farrell: I want to ask a question on that. We saw the Business Postreport last weekend that up to €10 billion could be wiped off the value of commercial property here this year due to rising interest rates and weakening demand. How will that impact the economy?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Mairéad Farrell: Section 110 is an issue I have been raising for a long time, even before it became popular and was discussed, which I was happy about. At budget time the then Minister for Finance announced a review of section 110 companies. I saw recently that both the Dublin Inquirer and The Currencydid a collaboration showing that section 110 companies are once again being used for domestic property...
