Eoin Ó Broin: There is a level of overreach in the provisions relating to the OPR. This subsection is part of that. First, it is entirely unnecessary but it will also cause problems further down the line. I hear the Minister's argument very clearly, but I certainly do not accept it. I will still be opposing this section.
