Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Areas of Conservation (17 May 2023)

Kieran O'Donnell: I thank Senator Boyhan for raising this matter. While not commenting in any way on the European case, it relates to what was in place in 2019. The Government and the Department have made seismic advances in terms of registering statutory instruments. We are now down to just 40 and we expect to have them dealt with shortly. I agree that the protection of Ireland's natural habitat is of the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Departmental Schemes (17 May 2023)

Kieran O'Donnell: I thank Senator Davitt for raising the matter of the security of councillors once again. I acknowledge the work he has done in this area on behalf of all our colleagues and councillors the length and breadth of Ireland. I have huge respect for the work they do. I started as a councillor and my colleagues were very supportive in allowing me to continue my political career by electing me to...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Departmental Schemes (17 May 2023)

Kieran O'Donnell: Once again I thank Senator Davitt for raising this very important matter. Improved home security measures can help somewhat to reassure councillors and provide peace of mind for them and their families. However, there are wider questions of civility in public life and respect for elected office, which must be tackled at a societal level.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Departmental Schemes (17 May 2023)

Kieran O'Donnell: We are here to represent the public. It is very much an interactive model. We have a particular system in Ireland where we are very close to the public and we must maintain that. It brings an added dimension to our political life that is not available in some other countries. For that to happen, we must have respect on both sides. That is the case for the majority of the public. I would...

Saincheisteanna Tráthúla - Topical Issue Debate: Housing Policy (17 May 2023)

Kieran O'Donnell: I thank Deputy Tully for raising this important issue. I will deal with the two items. Regarding Part M, and it providing for "visitable" rather than "liveable", the Deputy might forward to me precisely what she has in mind in that regard. We have carried out a review on the housing adaptation grants and I am looking at it in partnership with and working with the Minister for Housing,...

Saincheisteanna Tráthúla - Topical Issue Debate: Housing Policy (17 May 2023)

Kieran O'Donnell: I thank Deputy Tully for raising this very important issue. The new joint National Housing Strategy for Disabled People 2022-2027 was developed by the Department of Housing, Local Government and Heritage, the Department of Health and the Department of Children, Equality, Disability, Integration and Youth and was published, as the Deputy said, on 14 January 2022. The strategy places an...

An tOrd Gnó - Order of Business (16 May 2023)

Kieran O'Donnell: I would hate the impression to go out that the tenant in situscheme is not working, because it is. It has proven to be a very successful scheme to date. We have well over 1,100 applications in process. We have put a target of 1,500 and we want that exceeded. I am not privy to the particulars of the cases the Deputy brought up, but I might discuss them with him to see what we can do. The...

An tOrd Gnó - Order of Business (16 May 2023)

Kieran O'Donnell: Deputy Munster will be aware that there was a recent allocation of Government funding for housing adaptation grants. I take the Deputy's point about waiting lists. A review was carried out by the Department on the housing adaptation grant scheme and I am giving that serious consideration at the moment. The Government and the local authorities are very conscious of this issue. All I can...

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Kieran O'Donnell: I thank the Cathaoirleach for affording me the opportunity to present to the committee these two sets of proposed planning regulations, namely, the Planning and Development (Section 181) Regulations 2023 and Planning and Development Act 2000 (Exempted Development) (No. Y) Regulations 2023. The Planning and Development (Section 181) Regulations 2023 will provide for a temporary exemption...

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Kieran O'Donnell: On the first point, it is hoped it will be three months. I will hand over to Mr. Moran from Met Éireann to go into more detail. The Deputy will see there is an urgency in respect of this matter. I brought in so many technical people in order that people understand the issues.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Kieran O'Donnell: On the other points the Deputy raised, which are technical in nature, I have asked Gas Networks Ireland to attend today's meeting. I will hand over to Mr. Gleeson and Mr. Burke, who will deal with the questions raised by him. It is very important that the committee gets a full understanding of the issues.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Kieran O'Donnell: Does Mr. Gleeson wish to add to that?

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Kieran O'Donnell: To clarify, the Chair asked initially about the statute. This exemption is specific to Met Éireann and it only applies up to 31 December of this year. It is not an open-ended exemption; it is for a specific purpose to deal with the situation as presented. I wanted to give that little point of clarity.
