Eoin Ó Broin: It is about the development plan, which is countywide, and councillors who are elected for each local electoral area. Obviously, their view of what is strategically important will vary. Why is it one direction for each of those seven subheadings? What happens if groups of councillors from different ends of the county have separate requests for the direction? One seems very restrictive.

I presume the answer is similar to section 52(9) regarding those zoning requests.
