It was very clear early on that it was not working. I cannot understand how we got to 2024 before it was definitively pulled. I would like Ms Kennelly to respond to this.

It is clear that there was no proper life-cycle management of this project. There were no clear key performance indicators, KPIs, or service level agreements, SLAs.
