Paul McAuliffe: It would be interesting to know why, given the focus of the Bill, we felt the need to so radically reform this section, this process. As I said, it is not an area of the planning system that would appear to add to the overall delays. In fact, the new process may actually lead to further delays. Does the Minister accept that?
