With regard to residential treatment centres and detox beds, there are nine counties with no such facilities after 11 years of prosperity. Jerry Buttimer: We have had a €2 billion surplus during the lifetime of this Government. The Government is a little like Tom Thumb sitting on its hands while having its fingers in the pie. It is time we had an urgent debate not alone on the national development plan but on the economy.
