Jerry Buttimer: I would prefer not to divide the House on the substantive issue of human rights and sport, upon which there does not seem to be a consensus. This is a good Bill and Members on this side of the House recognise its importance and the need for regulation in this area. However, it would be wrong to divide the House on the absence of human rights in the Bill, which I still cannot comprehend.
