- An tOrd Gnó - Order of Business (14 Nov 2023)
Peadar Tóibín: It has been reported that the main hospital in Gaza is burying patients in a mass grave. A doctor in the hospital said that bodies are littered around the hospital complex and there is no longer any electricity for the morgues. He stated that 7 babies and 29 patients who were in intensive care are among the dead. This is an indictment of the war Israel is waging. It is also an indictment...

Peadar Tóibín: Without enforcement.
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
Peadar Tóibín: According to the Minister's response in the past week, Garda recruitment and is at one third of what was pre Covid. The Minister opposite should not use the figures from the pandemic as his baseline to show so-called improvements. He just admitted that Covid distorted the figures significantly. The other point is that for every year the Minister for Justice has been in office, the number...

- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
Peadar Tóibín: Last week saw the conviction of Jozef Puska for the murder of Ashling Murphy. This horrific murder shocked the nation and our deepest sympathies and solidarity are with the Murphy family. It is quite clear that we have reached a dangerous tipping point in terms of crime and antisocial behaviour in towns and villages across the country. In recent years under the Government, Ireland has...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: Tá mé buíoch de na finnéithe as ucht teacht isteach. On Deputy Conway-Walsh’s point, has anybody ever got fired from the senior level of the public services for overspending or delaying a capital project in the history of the State?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: It is interesting. In the private sector, if an individual staff member were to overspend by €1.4 billion and delay a project by six years, the terms and conditions of their contract would be measured against their output. I imagine there would be a negative outcome in terms of that person's job in that scenario. I am getting at the idea of accountability and responsibility at...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: They do not do it, obviously.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: On the capacity of the health service at present, in the last five years there have been 500,000 adverse incidents in the HSE. Some 500,000 people have been injured as a result of an action taken in the HSE. In that five years, approximately 3,150 people have been killed in the HSE as a result of some kind of accident or something that was done wrong in the HSE. The previous Minister for...

Peadar Tóibín: The Department has done comparative analysis of the funding. Has it done comparative analysis of productivity?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: Per euro, then, what is the difference between ourselves and the European average in terms of productivity?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: Can Mr. Moloney give us any productivity comparative analysis?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: It does seem amazing because when we are talking about funding, comparative analysis in terms of funding is regularly used as one of the answers. The flip side of the experience is the productivity of the system and the Department does not have comparative analysis on productivity in terms of the HSE and other European countries.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: Any system.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: Do we know how many layers of management exist per head of population in each country in Europe and where Ireland stands on that? Many people feel that the HSE is phenomenally bureaucratic. It is opaque in terms of its management. It is virtually impossible to have a decision made sometimes at certain levels of the HSE. That is a key issue that I do not believe is being analysed...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Budget 2024 Expenditure Ceiling and Resource Allocation for the Department of Health and HSE: Discussion (14 Nov 2023)
Peadar Tóibín: Would Mr. Moloney be able to give this committee information about management employment levels in recent years? How many people, for example, have been employed within management? I think Mr. Moloney gave a figure of 24,000. What proportion of that total was essentially management?
