Dr. Collins accepts that it is complex and difficult, even with the mitigations, boundaries, and safeguards that would have to be put in place. That is not to say it cannot be done, because I am broadly supportive of legislation in this area, but we need to accept it will be difficult and challenging to actually legislate.
