Ceisteanna Eile - Other Questions: Flood Relief Schemes (29 May 2025)

Peter Cleere: I have seen first hand the devastating impact that flooding can have on homes, businesses, people, families and communities. I understand the flooding problem cannot be eliminated but it can be managed and mitigated to reduce its likelihood, severity or impact. It is in that context that I ask for an update from the Minister of State on flooding projects that are in planning or in progress...

Ceisteanna Eile - Other Questions: Flood Relief Schemes (29 May 2025)

Peter Cleere: I thank the Minister of State for his comprehensive response. I get that flood relief schemes are complex projects and there is a lot of detailed engineering analysis, public engagement, etc. I will focus on the Graiguenamanagh-Tinnahinch flood relief scheme specifically. In 2018, funding was announced for this project following significant funding in 2016. The Minister of State was in...

Ceisteanna Eile - Other Questions: Flood Relief Schemes (29 May 2025)

Peter Cleere: I thank the Minister of State and genuinely acknowledge and appreciate his support for new schemes. I know he is doing everything he can. We spoke privately about these on a number of occasions. Regarding tranche 2 flood relief schemes, and we spoke about Graiguenamanagh and Tinnahinch, there are other schemes in Kilkenny, such as Freshford, Piltown, Inistioge and Thomastown in particular....

Joint Oireachtas Committee on Agriculture and Food: Engagement with Minister for Agriculture, Food and the Marine (28 May 2025)

Peter Cleere: I thank the Minister for coming to the committee so promptly following our invitation. I appreciate that. I will focus on the agri-climate rural environment scheme, ACRES. There are around 6,000 farmers still not paid under the scheme, which represents around 15% of all applicants. We are halfway through year 3 of a five-year ACRES. The lack of payments coming through is seriously...

Joint Oireachtas Committee on Agriculture and Food: Engagement with Minister for Agriculture, Food and the Marine (28 May 2025)

Peter Cleere: This is the first year since 1995, when REPS was available, that farmers have had no option to join a stand-alone environmental scheme because ACRES is now a closed shop. Farmers who are not in ACRES have no viable option to join an environmental scheme that would help boost their annual income and provide lasting environmental benefits. Are there any plans to rectify this?

Joint Oireachtas Committee on Agriculture and Food: Engagement with Minister for Agriculture, Food and the Marine (28 May 2025)

Peter Cleere: The Government completely opposes the single fund approach and the Minister is on record as saying the integrity of CAP has to be maintained. I welcome that and the fight for a stand-alone CAP. The simplification of CAP is fair. If we do not get a stand-alone CAP, will the Government step in and directly support our vulnerable sectors if the EU does not do so under the next CAP programme?

Joint Oireachtas Committee on Agriculture and Food: Engagement with Minister for Agriculture, Food and the Marine (28 May 2025)

I welcome the engagement the Minister has had with our European counterparts. How much engagement has the Minister had in the last number of months with our European counterparts?

Joint Oireachtas Committee on Agriculture and Food: Engagement with Minister for Agriculture, Food and the Marine (28 May 2025)

Peter Cleere: The Minister has segued perfectly into the last topic I will raise, namely, nitrates, which is a huge issue and a serious threat. I have spoken to farmers throughout my constituency and the country about the struggles they are facing. My view is that the Government must be prepared to go into the trenches on this one. We have to try our best to convince the European Commission and the...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Policy, Governance, Expenditure and Administration at RTÉ: Discussion (28 May 2025)

Peter Cleere: I welcome everyone to the meeting. There are enough people here to fill a hurling team. They have come out in numbers, and fair play for that. To say it is highly unfortunate to lose €3.6 million suggests it was an accident. This situation did not occur by accident. Whether the buck stops with those involved in the procurement process or an ERA, someone somewhere knew the...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Policy, Governance, Expenditure and Administration at RTÉ: Discussion (28 May 2025)

Peter Cleere: I want to move on quickly to the PRSI classification because I am very conscious of time. I note RTÉ paid out €4 million that was tied to the misclassification of some 700 staff, although obviously they were not all misclassified. What does RTÉ expect will be the final amount paid to the Department for that?
